In order for us to proceed, we must perform the noticing as required in Section 65091 of the California Government Code. If the required items are not received by December 7,1992, your project will be rescheduled for a later hearing. In the event that the scheduled hearing date is the last available date for the City to comply with the Permit Streamlining Act, and the required noticing items have not been submitted, the project will be scheduled for denial. All eating area amenities must be shown on the landscape plan. 2. All eating areas and amenities must be provided prior to finaling the Tentative Map. 3. All structures on the site must meet current Building Code requirements (per Section 21.47.090 of the Carlsbad Municipal Code). 4. The applicant must provide a letter from San Diego Gas & Electric explaining that the plans to connect the gas and electric system to separate systems is acceptable (Section 21.47.090 of the Municipal Code). « 5. Acceptable provisions must be made for the preservation and maintenance by the property owners of all improvements not dedicated to public use per Section 21.47.160 of the Municipal Code. 6. Because this is a multi-tenant project, all of the required employee eating areas must be located outside (per Planning Policy No. 19, attached). ENGINEERING: 1. Several dimensions on the Tentative Map do not correspond with the indicated scale of 1" = 40'. 2. The final map is to show the City's quitclaim of the 15' wide sewer and drainage easement that is located adjacent to and within Lot 7. V POLICY NO.: 19 EFFECTIVE DATE: 9/5/89 PLANNING DEPARTMENT ADMINISTRATIVE POLICY EMPLOYEE EATING AREAS On January 7, 1986 City Council Ordinance No. 9786 was passed approving ZCA- 184 which established standards for employee eating areas. To further fulfill the intent of ZCA-184 and address the need for higher quality employee eating areas, the following policy shall be applied. 1. For office/industrial projects that are required to provide employee eating areas, 60% of the area requirement must be located outdoors. The remaining 40% of the area requirement may be located indoors. The proposed outdoor eating area must be shown on the project's approved landscape plans and grading plans showing all amenities such as furniture, trash receptacles and picnic tables in detail. All indoor eating areas must be shown in full detail on the project's approved floor plans. No tenant improvement plans may be approved that eliminate or decrease designated indoor eating areas unless the area is made up elsewhere in the project while maintaining the 60% outdoor/40% indoor area requirement to the satisfaction of the Planning Director. 2. No outdoor eating areas may be located in any street side setbacks, front yard setback areas, or setbacks adjacent to special landscaped streets as designated by various Specific Plans. 3. Subject to the review and approval of the Planning Director, outdoor eating areas may be located in side and rear yard setback areas in cases where alternative site designs cannot accommodate eating areas elsewhere onsite. 4. For multi-tenant projects, all of the area required for employee eating must be located outside. No credit will be given for indoor eating areas in multi- tenant projects. 5. All employee eating areas must comply with all the standards outlined in Section 21.34.070(3), as well as provide sufficient shade, screening and buffering from other uses onsite.
