SUBJECT: CT 93-07 Meeting Notes From September 15, 1993
Dear Brian;
The following are the notes I took during our meeting held on Wednesday, September 15, 1993
with you, Mike Shirey, Bob Wilkinson, Ray Martin and myself to discuss project issues for CT
93-07. If there is anything incorrect in these notes, please call me or markup these notes and
FAX them back to me.
PUBLIC vs PRIVATE DRAINAGE SYSTEMS
ACTION NEEDED: Ray will submit a letter to Mike and Bob Wojcik explaining the
advantages of public over private drainage systems,
SLOPE MAINTENANCE
It was agreed that the slopes established by this tentative map would be maintained by the
Homeowner's Association since none of the slopes would be adjacent to a major roadway.
MEDIAN ON PALOMAR AIRPORT ROAD
Mike told us that it would be the City's position that the first developer in would be required
to improve the median to full width and enter into a reimbursement agreement with the adjacent
property owner for their share of the median cost,
HYDROLOGY STUDY
Ray said that the hydrology study would be submitted next week. It was agreed that once it was
submitted it would no longer be an incomplete item.
VILLAGE G
We will be providing justification for a modification to the cul-de-sac policy for Village G to
allow it to be developed before the connection was made to the north. Justification would

include, 40' streets, limit of parking on one side of streets, the temporary nature of the situation
and the environmental constraints impacting this village. If this was not acceptable to the City
Ray mentioned the possibility of limiting the number of units built in Village G so no units
would be beyond the 1200' limit until the secondary access was provided.
Brian does not have a problem with the number of two story units along the main street in
Village G exceeding 10 in a row due to the circumstances surrounding the design of this village.
The design guidelines for Village G would have to provide justification. The guidelines would
also have to address the use of 15' front yard setbacks to allow for rear yard accessory
structures. Brian felt that one of the goals of a master plan is to establish their own standards
and guidelines that reflect the circumstances of the site, Brian also stated that the circumstances
in the Villages Terri Woods is working on are different and we should not try to use his actions
to justify Terri modifying her position.
ACTION NEEDED: Rick Engineering to provide justification for exceeding the cul-de-
sac policy. HPA to revise the Design Guidelines for Village G to allow for more than
10 two story units in a row and variation in front yard setbacks.
VILLAGE P
One of the streets had the potential for 12 two story units in a row, Brian felt that this could
also be justified in the design guidelines for Village P.
ACTION NEEDED: HPA to revise the guidelines for Village P to provide justification
for more than 10 two story units in a row.
AFFORDABLE HOUSING - VILLAGE F
Brian informed us that he would be the project planner for the affordable housing project in
Village F when it was submitted since it was a part of this tentative map. It was his opinion that
this tentative map would have to go to the Planning Commission before the southern tentative
map because it contained the affordable housing site.
SETBACKS FROM NATIVE VEGETATION
Bob Wilkinson mentioned that he will be meeting with Mike Smith of the Carlsbad Fire
Department on Friday to discuss modifying setbacks depending on the fire hazard of the
vegetation adjacent to the dwelling units. Brian agreed that a mixture of native and non-native
vegetation would be the meet the EIR revegetation requirements for slopes. It would also avoid
potential future problems that might occur if the HOA tried to thin slopes that contained
protected native vegetation.
PLANNING COMMISSION HEARING
Mike requested that we submit all of our revisions in one package rather than on a piecemeal
basis. He does not object to discussing individual issues with us to make sure that we are going
in the right direction to resolve the issue, but wants to have time to review our revisions, before
making a final decision. Brian told us that he would need to have all of his conditions from the
other departments such as Fire and Engineering by October 6th for us to make the November
17th Planning Commission meeting. Mike told us that he would need at least 10 working days
to review the revisions, prepare his conditions and get management approval of the conditions
if there were no problems and everything went smooth.
