SUBJECT: RANCHO CARRILLO, VILLAGES "F", "G" AND "P" CT 93-07

Dear Brian:
This letter is a response to the City letter dated, August 31, 1993, which provided us comments
from the engineering department.
Incomplete Items
1. The discrepancies in the boundary are the differences between the record data cited in
the title report and the dat uncovered by our field survey as reported in record of survey
Number 9112. These discrepancies are very typical of differences found in recent field
surveys. In addition, our boundary reflects the proposed lot line adjustment, ADJ 444
(copy attached). We plan to submit the executed original for finalizing this with a few
weeks.
2. Profiles for Streets "P-B," "P-E," "G-A" and "G-D" are attached.
3. Two copies of the hydrology studies will be submitted to the engineering department
within one week. The Master Plan requires the property owners in Rancho Carrillo to
prepare and process this plan prior to final map, grading permit or building permit,
whichever comes first. This condition can be found on Page 116, Item 7.6. Therefore,
review and approval of the tentative map should not be delayed for review of the study.
4. The soils report was provided to the Engineering Department by separate cover. The
attached transmittal is for your files.
Based on the above, it would seem that the application can be deemed complete once all
planning incomplete issues (i.e. affordable housing) are resolved.

The following issues were also included in the letter. I propose they be resolved as follows.
Traffic and Circulation
1. See the attached sight distance exhibit which shows that adequate sight distance exists at
the intersection of "G-C" and "G-A" Streets.
2. The right-of-way lines will be corrected.
3. The deletion of the northerly crossing from Village "G" is not feasible as it would make
a large area containing all of Villages "F" and "P" as well as lh of Village "K" into a
cul-de-sac. Our proposal is to build Village "G" (Phase 1) first. This phase will contain
only 39 homes. The length of the street would be 1,950 feet+ measured from the point
which the street is loaded. A secondary access will not be constructed at that time. The
City Cul-de-Sac Policy allows cul-de-sac developments where less that 50 homes are
served on a street less than 1,200 feet long if approved by the City Engineer. The policy
also allows up to 120 units on a 40 foot curb-to-curb on a cul-de-sac of up to 2,640 feet
if the driveways on intersection are spaced no more than 150 feet. We request a waiver
of the policy to allow the entire village to be constructed as a temporary cul-de-sac.
While the 1,950 feet length does exceed the limits in the policy, we feel that the fact that
the street is single loaded will allow adequate room for engineering vehicle access. We
will propose to post the east side of the street for no parking during this temporary
period to help keep the street accessible. Limiting the initial phase of this small
subdivision to those units within 1,200 feet, has a significant adverse impact on the
development. Significant reduction in unit count has already been realized due to
environmental constraints.

is needed.

6. Right-of-way widths are being added to the maps. Since curb line is not shown on the
mapping sheets, curb-to-curb width will only be indicated on the typical sections.
7. Issue was resolved at our September 8, 1993 meeting. The change is due to Department
of Fish and Game requirements to protect the Brodiaea Filifolia population west of this
village. No revision to the tentative map is needed.

8. A proposed striping plan is attached.
9. Melrose Drive and Carrillo Way and Poinsettia Lane will be shown on the appropriate
street.
Sewer
1. We have had several discussions with Bob Wojcik regarding this issue. We are
concluding negotiations with The Fieldstone Company and will submit a package to the
City to finalize this issue in the coming weeks.
2. Recordation data for the easements will be added to call out the sewer lines more clearly.
Water
1. The 12-inch line is shown on the tentative map and will be labelled as a reclaimed line.
2. The 33-inch line is shown. No change to tentative map needed.
Drainage
1. Desilt basins will be added.
2. Deleted by City. This requirement is outlined in the Architectural Design Guidelines.
3. We understand the condition will not require permanent structural controls. No change
to the tentative map is needed.
4. We are still waiting for a response to our proposal to delete the requirement for outlets
in sensitive areas.
5. This issue is pending approval of the drainage study, planned for submittal soon.
6. The brow ditch will be revised.

Soils
Our understanding is that the setback requirements can be waived if a letter of permission
is obtained from the affected owner. We will provide the appropriate letter.
2. Noted.
Land Title/Mapping
1. Since all improvements are to be done by the Zone 18 Assessment District, these are
shown on the mapping sheets. A typical section has been provided.
2. The labelling and chart will be added to the map.
3. Issue resolved at the September 8, 1993 meeting. The property line on these lots will
be moved to coordinate with the fire department requirements for brush clearance.
4. The City trail program requires a 20 foot minimum easement. We propose to show a
easement that minimizes angle points while enclosing the trail. This will make it easy
to locate in the future while providing the City adequate room for maintenance of the
trails in the future. Manufactured slopes within the trail easement will be the HOA's
responsibility to maintain.
5. The difference in the area is accounted for by the Open Space Lots which are not
included in the Village totals in the Master Plan.
