RANCHO CARRILLO VILLAGE F, G & P, CT 93-07

This letter is in response to your memo to Brian Hunter dated October 27, 1993 which listed
outstanding issues on the referenced tentative map. This letter accompanies a resubmittal of the
tentative map including all corrections, as indicated by the responses that follow.
TRAFFIC & CIRCULATION
1. The cul-de-sac issue starts at the intersection of Village M with "G-C" Street. It is always
the case that a problem with alternative ingress/egress would occur if the last intersection
became blocked. The cul-de-sac policy defines how much risk is acceptable for single entry
areas (i.e. maximum of 50 Units and 1,200 l.f.). Our proposal was an attempt to allow all
of Village G to develop as a single phase while minimizing the risk of adding the extra length
by posting one side of the street for no parking. If the City cannot support this proposal, a
condition of approval should be added to limit building permits at the north side until a
second access is provided.
2. Your comment is noted. The improvements to Melrose are required to be constructed prior
to the occupancy of the first unit within the Master Plan (Page 121 of the Rancho Carrillo
Master Plan). Our frontage improvements are currently proposed to be constructed by an
assessment district in time for construction of the first phase of this development.
SEWER
1. We consider the alignment shown on our exhibits to be the appropriate alignment for City
approval. Bob Wojcik has concurred with this and asked us to provide documentation of the
offsite owners position and our attempts to acquire easements. Since the easements will not
be needed for tentative map approval, we request you bring this map forward with a

recommendation for approval to fix the alignment as shown on our plans. When approved,
negotiations for the easement may become easier as it eliminated arguments against dedication
due to offsite owners desire for an alternative alignment.
2. The correction has been made on the map.
3. Our resubmittal includes a profile exhibit showing this offsite sewer with the ground elevation
proposed on both the Village K map and the proposed mass grading. As you can see from
a review of the exhibit, the sewer can be installed in its ultimate location prior to
development of Village K if our property develops in advance. I suggest a condition be
added requiring construction of the offsite sewer per the Village K tentative map as resolution
of this issue.
DRAINAGE
1. Our resubmittal includes details for a typical storm drain outlet with no access road. The
detail contains the following features to respond to City concerns.
a. The flow line of the headwall has been raised 1-foot above the toe of slope to allow
for some siltation to occur during low flow periods without clogging the storm drain
system.
b. A modified U Headwall is included to provide an impervious barrier at the pipe outlet
to prevent obstruction by vegetation.
c. A modified rip-rap pad is included which provides necessary protection of the toe of
the slope at the same time as proper energy dissipation.
I would welcome the opportunity to present these ideas for discussion with you and your
utilities and maintenance department staff.
2. Revisions to the Rancho Carrillo Detention Study are nearly completed and are scheduled for
resubmittal later this month. Regarding your comments;
0 The increase in flow at the Village "G" road reflects the affect of future development
upstream of our property in the City of San Marcos if no detention is done in that
City. Other than insignificant increases in discharges from slopes and trails, our
development does not contribute to the increase in peak flows in this 760 acre
subbasin.

You are correct that the discrepancies are due to the increased level of detail covered
in the Detention Study including covering specific design of Zone 18. Our resubmittal
of the report will include recommendations regarding check dams, if needed.
The resubmittal will include a new HEC II run incorporating the flow characteristics
of the drainage basin with the Melrose Detention Facility included.
SOILS
1. I recommend a 3 feet setback of the top of slope to the property line to allow for installation
for the project wall.
LAND TITLE/MAPPING
1. Not City open space easements are shown on the tentative map since these are no major or
prime arterial roads with upslopes. All open space lots will be deed restricted by the final
map with normal City restrictions which give the City the right but not obligation to maintain
these areas. If the City would like an easement over any private slope areas, please mark-up
the specific area on the tentative map and return it to me for drafting. The Landscape
Maintenance Responsibility Exhibit shows which areas will be maintained by the HOA.
I have not returned the redlines which your memo discussed because they were not forwarded to this
office. Please call me if you have questions.
