As you can see, no special facilities are being required by NCTD. Please confirm that this letter satisfies mitigation measure G.I a of the Air Quality Section of the EIR. The following comments are provided in regard to transit service. Currently, the nearest bus service to the project site is provided by Route 304 operating on Rancho Santa Fe Road. There are no plans to provide closer service to the project site in the next seven years. Any future bus service would be limited to through streets such as Melrose Avenue, Carrillo Way and El Fuerte Street. The ten (10) foot sidewalks with 2% slope, described on sheet one of the 40' Scale Grading Plans for Melrose, will accommodate bus stops that comply with the Americans with Disabilities Act of 1990. Long walking distances to bus stops tend to decrease transit usage. Separate pedestrian access should be considered for each Village to decrease walking distance to major thoroughfares and any bus stops that may be provided so that transit usage may be encouraged.
