When I met with you and Chris DeCerbo on Tuesday, May 10th, you expressed concerns about the potential problem that could be created if through the use of second units Continental Homes exceeded the number of units allocated to them by the Rancho Carrillo Master Plan. If this occurred, Continental Homes would be required to apply for a density bonus. I have researched this issue and as shown by the charts below this should not be a problem. As mentioned earlier this is an extreme example which assumes the following: 1. Villages L & N would be developed with the maximum number of units allowed by the Rancho Carrillo Master Pjan. 2. None of the units in Village F will be affordable. 3. Continental Homes would use second units in its single family Villages to provide 105 Inclusionary Units. > 4. Continental Homes would provide the 12 three bedroom units required by the Inclusionary Ordinance in Villages L or N or on property owned by another developer within the Master Plan. As shown, by the chart on the first page of this letter this should not be a problem. Only Villages 0,P,& R are being developed at a density close to that allowed by the Rancho Carrillo Master Plan. Section II.E.1. allows for the density of a Village to be increased up to 10% if there is a concurrent reduction in the density of another village in the corresponding amount. Villages 0 & P are intended for development with smaller lots catering to the entry level single family home buyer. Some second units may be located on these villages, but the majority of the second units will be located in Villages G,M,Q & R which will be developed with the larger lots. Village R is being developed concurrently with Village Q by the same tentative map so there should be no problem with exceeding the allowable density since Village Q is so far below the density allowed by the Rancho Carrillo Master Plan. Hopefully, this letter and the charts it contains provide the information you need for your staff report to show that based on the proposed tentative maps there are several options for Continental Homes to fulfill its Inclusionary Housing requirement without exceeding the number of units allocated to their Villages by the Rancho Carrillo Master Plan. Even if Continental Homes maximized the use of second units and provided its affordable three bedroom units outside of Village F, they would not exceed the number of units allocated to their Villages by the Rancho Carrillo Master Plan.
