In response to your letter dated February 28, 1994,1 offer the following comments: VILLAGE HF"- TRAFFIC & CIRCULATION: 1. ADT has been revised on the cover sheet. 2. Driveway flare separation has been labelled on the typical section. 3. Driveways have not been added to the SDP since the typical section controls location. They are shown on the attached illustrative SDP. A standard 6" G-l curb is proposed throughout. 4. A sight distance exhibit is provided showing 150' of intersection sight distance is available at all intersections. The exhibit shows the elevation of the vehicle roof in the worse case parking location (7' from curbface per AASHTO). The elevation of the sight distance line at that point is also given and shows that the tops of parked cars will intrude into the sight triangle area. However, parked vehicles are not identified in the AASHTO manual as a restriction for sight triangles and are not commonly considered in sight distance analysis. We ask for your approval of the plan as presented. 5. We have labelled the Emergency Access point on the TM/SDP for Village "F". The 28' easement is intended to have turf block rather than A.C. and is labelled as such on the illustrative plan. A letter from U.D.C. Homes will be provided under separate cover. Mr. Mike Shirey March 14, 1994 Page 2 Regarding the cul-de-sac length issue, we understand that the primary entry to Village F exceeds the maximum cul-de-sac length from Palomar Airport Road per City policy. Therefore, we anticipate you conditioning Village "F" as a stand alone project, that is; to construct streets "B & I" as shown on the tentative map for Villages E & K, CT 93-05, 28' wide from our westerly boundary to P.A.R. and to provide secondary emergency access. If village "F" proceeds development of Village "E", a temporary access across Village "E" to P.A.R. may be used and has been added to the tentative map. If Village "E" goes first, we will connect to their internal street system. 6. Parking is not proposed at the terminus of onsite private streets. The illustrative exhibit shows the location of the 46 guest parking spaces. 7. Typical sections have been labelled as public or private. 8. Sidewalk is shown on the illustrative plan, but not on the TM/SDP for clarity. Typically sidewalk is not shown on tentative map plan sheets. VILLAGE HF"- SEWER 1. Invert elevations are indicated for the "back draining" sewer. 2. A meeting with C.M.W.D. occurred on February 23, 1994. I have previously copied you with my meeting notes. The meeting resulted in C.M.W.D being ready to support our alignment as acceptable at Planning Commission, pending one final meeting with offsite owners. That meeting can be scheduled once we are scheduled for hearing. VILLAGE "F"- DRAINAGE 1. All units have been set a minimum of 0.5' above the elevation of the swale at back of walk per your request. 2. Per our discussion, I have attached a redline showing feasible private drain elevations to show the proposed system can work. 3. A letter will be provided under separate cover. The need for a letter is questionable since our offsite storm drain is located in the same position as shown on the tentative map for CT 93-05. Mr. Mike Shirey March 14, 1994 Page 3 VILLAGE "F"- SOILS 1. Setbacks for GS-15 are now shown at the boundary with Village "E". A 1' high wall was added to accommodate the increased setback. The setback is not included at the boundary with Village "P" since it is an internal property line and grading of the slope here will occur at the time of the first phase of development. VILLAGES F, G & P - LAND TITLE/MAPPING 1. Phasing was corrected throughout. 2. The landscape and maintenance responsibility exhibit was corrected per your comments. 3. Corrections to all onsite easements were made per your markup. 4. During processing of the Master Plan, a request for this easement was made by City Personnel to accommodate construction of a City Monument by the City in the future.
