Dear Ms. Woods:
This letter discusses the conformance of the Ranch Carrillo Master Plan with condition 139
(E) of EIR 91-08. We have reviewed the concept landscape plans developed by Rick
Engineering for Rancho Carrillo. As part of this review we have analyzed the Slope
Plantings for the Edge Treatment, Northeastern, Southeastern and Western Edges, Fire
Suppression, CSS Edge, Coastal Sage Scrub, Skyline/Eucalyptus, and Loop and Palomar
Airport Road Streetscapes.
The requirements subject to our review for conformance are:
• Use of 75-80 percent native species;
• Exclusion of competitive, exotic species adjacent to native habitats; and
• Fire suppression strategies are compatible with adjacent native vegetation.
In our initial review we found that nearly all of the plants chosen for the landscape plan meet
these requirements. There were, however, a few isolated problems. Rick Engineering
responded to our concerns and has modified the plans. Thus, in our opinion the conceptual
plans now meet these standards.
Continental Homes has retained us to review the final landscpe plans to ensure the intent of
the conceptual plans is reflected in the final plans.
