RANCHO CARRILLO VILLAGE "O", CT 93-08, PUD 93-07
(RICK ENGINEERING JOB NUMBER 11994-F)
Attached is our re-submittal of Village "O." We have made the required corrections to the map.
After your review is made, we will photo the map onto 24" x 36" sheets per your standards if
no further changes are required. Following is a response to the City letter, dated August 13,
1993 which listed items needed to complete the application and other issues of concern.
Items Needed to Complete Application:
Planning: 1. Affordable Housing
The affordable site is part of a different tentative map, the Site
Development plan will be submitted as part of that project (CT 93-07).

Engineering: 1.

The initial soils testing is completed. You were provided a copy of the
initial report at an earlier team meeting.
The additional 1.0 acre is open space at the south side of the Village
which was added to this Village at your request.
The legal description covers the entire contiguous ownership of
Continental Homes, which is one legal parcel. Area within the ownership
which is not being included within Village "O" is shown as "Not a Part"
on the tentative map.

3. Profiles for streets over seven percent are attached.
4. All streets in Village "O" are public. This is reflected on the tentative
map typical sections.
5. The name of "Q-C" Streets has been changed to "Carrillo Way."
6. There are no existing easements within the area of Village "O."
7. A 15-foot easement for the waterline has been added.
8. An open space easement is being offered to the City on the slope adjacent
to Carrillo Way. Other slopes which will be maintained by the HO A are
shown on a separate exhibit.
9. Per our agreement at a earlier team meeting, this map will be conditioned
to construct sewer through Village "Q" as shown on CT 93-04, making
this tentative map a stand alone map.
10. The hydrology study was submitted to engineering last month.
11. All trails in Village "O" are part of the Village trail system. The trails
has been annotated to reflect this.
Based on the above, we request a determination of completeness of this application
Issues of Concern:
Planning: 1. A 1" =200' composite of Village "O" is attached. Please overlay it on the
Master Plan grading exhibit and let us know if anything further is needed.
2. Noted.
3. Issue resolved.
4. The submittal on 24" x 36" sheets will be made after your review of the
documents submitted is completed.
5. The location and height of freestanding walls is shown on the landscape
plans.

6. The property boundaries are shown on Sheet 1 of the tentative map.
7. Village "O" is a one phase tentative map with 51 residential units. A note
to this effect is on Sheet 1 of the tentative map.
8. Open Space lots were re-drawn.
9. Maintenance responsibility has been re-drawn and is shown on a separate
exhibit.
10. The letter has been submitted.
11. Requirements for the special design are currently being negotiated with the
Parks Department.
12. Noted.
13. Barry Jones, of Sweetwater Environmental, is being retained by the
property owner. Documentation will be provided.
14. No Citywide trails exist on Village "O."
15. Noted.
16. Language regarding retaining walls has been changed with language more
consistent with the Master Plan.
17. Natural open space exists only within open space lots. No riparian
mitigation area exists on Village "O."
18. Noted.
19. Noted.
20. Issue resolved between the City and Continental Homes.
21. Copies of the grading and HDP exhibits are attached per your request.

The retaining walls are located at the toe-of-slopes which are eight feet
high. A six-foot high screen wall will be located at the top of this slope.
The two walls will be separated by at least eight feet of landscaping.
Appropriate erosion control measures will be incorporated in the final
design such as increasing cross fall to decrease the travel length of surface
drainage prior to entering the proposed lined ditch.
A pedestrian ramp has been added at the tot lot to resolve this issue per
our agreement with the Ken Quon.
When the 24" x 36" tentative map sheets are prepared, offsite
improvements that are not a part of this map will be screened out.
Based on the above, it would seem that when Planning Items 1, 4, 11, and 13 are resolved, this
tentative map can be scheduled for Planning Commission. Please review the attached and advise
if any other issues remain outstanding.
