Rancho Carrillo is located within the boundaries of the San Marcos Unified School District. The ability of the District to assure the availability of classroom facilities to serve the students who will reside within this project, is based upon the developers compliance with the conditions contained within Zone 18 Local Facilities Management Plan. These conditions require the following: 1. The deeding of an acceptable school site to the San Marcos Unified School District. 2. Approval by the San Marcos Unified School District of a financing plan guaranteeing the construction of necessary elementary school facilities in Zone 18. These conditions must be met prior to recordation of any final map, issuance of a grading permit or building permit, whichever occurs first for any development within Zone 18. The District and representatives from Rancho Carrillo have identified the location of an acceptable school site. The City of Carlsbad, over the objections of the San Marcos Unified School District, has approved the Carrillo Ranch Master Plan which set a 3 year time limit from approval of the plan for acquisition of the school site. Acquisition of the school site is tied to approval and implementation of a financing plan identified in condition 2 from the Zone 18 Management Plan. Without this financing plan, the District does not have the ability to acquire the school site and construct necessary school facilities. The intent of these conditions was to assure that the developer, through the financing plan, mitigated their full impact on school facilities.
