ADDENDUM TO CONDITIONS OF APPROVAL FOR OCEAN BLUFF PROJECT (CT 93-09)
During the Planning Commission briefing for this project the issue of whether traffic signals would
be ultimately be required at the Poinsettia Lane intersections with Black Rail Road and Street 'A'
and if so, who would be responsible for their construction was raised by one of the Planning
Commissioners. As proposed, the project is not conditioned to install traffic signals at these
locations; however, with the future extension of Poinsettia Lane to El Camino Real there will in
all likelihood be a need to install traffic signals at these two intersections. For this reason, staff
is proposing the addition of the following condition to Planning Commission Resolution No. 3869
approving the Ocean Bluff tentative map:
'The developer shall enter into a secured agreement with the City guaranteeing the
subdivision's pro-rated share of the design and construction cost for the future installation
of City Standard traffic signals at the intersections of Poinsettia Lane with Black Rail Road
and Street 'A' based upon the project's share of average daily traffic which benefits from
the traffic signal."
The intent of the condition is to obtain a commitment from the developer to pay a pro-rated share
of the cost of the two future traffic signals. It is anticipated that the actual construction of the
signals will be required with other development approvals approved subsequent to this project.
