In engineering staff review, Thursday 8-19-93, David said:
1. The primary and secondary access's are not acceptable.
2. We should not review anything else until we told them the
access's were unacceptable and they responded.
Therefore my review and issues deal primarily with "externals
only".
BACKGROUND
After two meetings following the preliminary review, I sent the
attached letter. During the meetings we discussed the length of
Blackrail Court and I thought it could be acceptable, but a more
precise plan shows length to be 2700 feet (horizontal, sta.to sta.)
plus internal distance of approximately 1000 feet to the farthest
unit.
I totally agree with David about the access's but I did not see
that Blackrail would be unacceptable as a primary access until now.

PRELIMINARY REVIEW OF PROPOSED OCEAN BLUFF TRACT
This letter is as a follow-up to our meeting of March 12, 1993.1 wish to bring out some things
that were not discussed then or may need to be more strongly stressed.
1. The secondary temporary access along the SDG&E easement could be a major problem:
A. SDG&E and other holders of interest will have to indicate specific
agreement to this particular proposal prior to recommending approval of
the tentative map.
B. The existing roadway has steep grades, approximating 25 percent. We will
require a 20 foot wide paved roadway with no more than 20 percent grades.
Some major grading within the easement and perhaps on other, adjacent, property
may be needed to accomplish this goal.
C. The above grading needs to be reviewed by all interested parties,
especially our Planning Department at the earliest.
2. Make sure safe sight distance at intersections and from driveways can be achieved. The
curved street alignments and intersection on curves make careful attention to sight
distance necessary, especially from the driveways. The Planning Department believes the
curved street alignments are sensitive to the existing topography and therefore may be
supportive of the alignments. However, some other layout of streets may be possible and
needed in order to meet the sight distance standards.
3. All onsite public improvements along the whole property boundaries will be required to
be designed and guaranteed with the first phase. Those public improvements needed for
each phase will have to be designed and guaranteed with each phase.

4. Guarantees of construction for all needed offsite sewer, water and streets to serve each
project phase will also be required with that phase.
5. Phase II will require the construction of Poinsettia Lane easterly to another street
connected to the public street system.
6. Phase III will require the construction of Poinsettia Lane westerly to the public street
system. Also required will be Roesch's support for the permanent sewer solution and
CMWD approval of a temporary lift station until the permanent solution can be
implemented.
SUMMARY
The project as proposed requires heavy support from the neighboring properties and interests.
Their support on an item for item basis needs to be documented prior to recommending approval
of a tentative map.
