SUBJECT: OCEANBLUFF TENTATIVE MAP - CT 93-09
Dear Jack:
I am enclosing the redlined landscape plan checkprints for the subject project. According
to Larry Black, Landscape Consultant, these comments may be addressed during the
preparation of final landscape plans. However, two issues related to landscaping are
problematic.
The first issue is the 60' fire suppression area shown encroaching into the natural area
identified on the tentative map as a remainder parcel. This remainder parcel shall be
placed in a permanent open space easement since it is part of the biological open space
required as mitigation for the Zone 20 Specific Plan. Show the boundaries of the required
biological open space on the landscape plan and tentative map to ensure that no grading
will occur within this area of 25 - 40 + % slopes containing native vegetation. Four coastal
sage scrub plant species which have been identified by previous biological surveys in this
area are high or moderate fuel species requiring removal by the City's Fire Protection
policies if within the required 60' fire protection zone. To avoid disturbance to coastal sage
scrub habitat and in accordance with the Zone 20 Specific Plan, this 60' buffer must be
provided within the property lines (grading limits) of lots abutting the natural area to
avoid the necessity for removal of coastal sage species. An open space easement over this
60' buffer area will limit development on these lots as specified by Condition No. 10 of
Planning Commission Resolution No. 3525 (EIR 90-03) approved by Council.
The second issue is the proposed landscaping on manufactured slopes abutting the natural
area. After reviewing the biology section of the Zone 20 EIR and the landscape plan, I
have determined that a biologist should review the conceptual landscape plans to ensure
that the proposed 60' fire suppression zone provides an adequate buffer and that species
proposed for slope planting are non-invasive and compatible with the existing native
species. The Zone 20 EIR identifies several dominant species of coastal sage scrub habitat
currently protected due to the federal listing of the California Gnatcatcher. The landscape
plan must ensure that proposed planting will not result in further disturbance to these
plant species.

An additional issue not previously identified is the requirement to mitigate potential
impacts to the burrowing owl. Specific Plan mitigation requires that a site specific field
survey shall be conducted prior to the approval of a tentative map for any phase of
development proposed on properties which contain fallow agricultural land. The required
field survey shall be conducted by a qualified ornithologist knowledgeable in the detection
of this species and its nesting habitat. Results of this field survey shall be delineated in a
report and submitted to the City for review and approval.
