Enclosed are notes from our meeting on February 1, 1994. If there is anything in the notes not
to your understanding, please give me your comments.
As this project review progresses and alternatives are considered, it becomes more apparent to
me that this project is "leap frog development". There are a number of things that have to
happen before the project can be constructed. I endeavor to point out that most of these things
that need to happen involve large expenditures either on the part of Oceanbluff or others. Some
of these things are:
* Primary public street access is needed. Poinsettia Lane needs to be constructed, either
easterly or westerly to a public street connection. Alternatively, Blackrail Court needs
to be constructed from Alga Road to the site. Grant deeds of easement for Blackrail
Court may be required prior to recommending approval of a tentative map.
* Secondary access is needed. The proposal to use the existing dirt road that serves the
water line easement and agricultural uses appears to be unacceptable to the City. If the
applicant wishes to pursue this secondary access then we suggest that a complete study
of access to all the affected properties be undertaken to ensure that the proposed
circulation is consistent with the Zone 20 Specific Plan requirement that all projects
proposed for development must demonstrate that proposed circulation systems encourage
continuity between properties to ensure efficient circulation throughout the Specific Plan
area.
If the City were to subsequently accept this secondary access, Engineering will want the
developer to provide guarantees to the City Engineer's satisfaction prior to
recommending approval of the tentative map that such an access is viable. This may
mean providing grant deeds of easements. The City is not interested in condemnation for
this private access. Sufficient roadway improvements will be required to make an all
weather two lane road with any necessary drainage facilities.
* Completion of the secondary access to an existing street will be needed. The most likely

candidate appears to be Camino de las Ondas. The City would not condemn for the
portion of Camino de las Ondas that traverses the Mariners Point project ahead of the
project's development because the public need for the street will not occur until the
project develops and the project is required to dedicate for the street.
* The proposal to construct a sewer outfall along the SDG&E easement will require an all
weather access road with turn-around and/or work-pad areas at the access holes.
* There are siltation basins and other drainage improvements required of the first map in
Zone 20 that impacts the drainage. The project will be conditioned to contribute toward
the ultimate construction of those facilities and provide temporary solutions.
The temporary solution requires that temporary basin sites need to be provided on-site
before the tentative can go forward. The one basin shown on the present tentative map,
as I understand it, is environmentally sensitive and needs to be relocated.

MEETING NOTES FOR CT 93-09, OCEANBLUFF

Today at 1:30 PM a meeting was held in the Planning Conference Room. The applicant's
representative, Jack Henthorne, presented a preliminary proposal for secondary access.
The secondary access as presented consisted of;
* Continuing Street "A" offsite to intersect with the existing dirt road that mainly follows
a water line easement,
4 Making improvements to the now dirt road,
• Continuing this road to intersect with Alga Road as proposed in the Mariners Point
project. Mariners Point is to provide a graded connection to the dirt road for continued
agricultural use.
The proposal also includes filing in a small canyon near Alga Road, installing a pipe culvert and
doing sufficient grading to obtain an acceptable road gradient.
Anne pointed out that the above grading could be an environmental concern. Especially since
the canyon has already been identified as a habitat corridor.
Jim pointed out that there are multiple issues with this proposal and the time needed for
processing will likely exceed the usual tentative map limit. Anne pointed out that a legislative
act is involved so the limit did not apply.
Jim made the statement that this proposal was blazing almost new ground requiring consideration
of these issues;
1. Easements for the road will be needed. These easement grantees may require a sunset
clause. The City does not want to be involved with enforcing sunset clauses.

2. We need to investigate if the resulting roadway may ultimately interfere with
establishment of the planned public streets, most notably Poinsettia Lane.
3. Anne expressed concern that the proposed secondary access may result in adjacent
properties attempting to utilize Oceanbluff s internal circulation as a collector for primary
access and Oceanbluff s secondary access may become part of adjacent properties internal
circulation.
