SUBJECT: CT 93-09 - OCEAN BLUFF - NOTICE OF PRIOR ENVIRONMENTAL
COMPLIANCE
Dear David:
I have attached a copy of the Notice of Prior Environmental Compliance and Environmental
Impact Assessment performed for the Ocean Bluff subdivision located in the Zone 20 Specific
Plan area. The document begins its 30 day public review in accordance with CEQA Guidelines
on September 26, 1995. Prior environmental compliance for this project is based on the Zone
20 Specific Plan Program EIR and the City's 1994 Master.
The project plans and biological study are provided for your reference. The proposed subdivision
consists of 92 single family lots and one multiple family lot on 32 acres of previously disturbed
farmland resulting in no onsite disturbance to biological resources. Biological impacts to one pair
of gnatcatchers and to approximately 4 acres of coastal sage habitat will result from the extension
of offsite Poinsettia Lane from its existing terminus to the southwestern corner of the Ocean
Bluff site. The Zone 20 Specific Plan PEIR required mitigation measures include additional
biological studies on a project level to verify the base-line biological surveys performed for the
Specific Plan and to identify specific mitigation for biological impacts which may include the
purchase and protection of similar habitat offsite as proposed for mis project.
