HomeMy WebLinkAboutCT 93-09; Ocean Bluff; Tentative Map (CT) (58)MEETING NOTES FOR CT 93-09, OCEANBLUFF FEBRUARY 1, 1994 BY: Jim Davis ATTENDEES: Jack Henthorne Anne Hysong Bob Weinteer Jim Davis Lex Williman Today at 1;30 PM a meeting was held in the Planning Conference Room. The applicant's representative, Jack Henthorne, presented a preliminary proposal for secondary access. The secondary access as presented consisted of; 4 Continuing Street "A" offsite to intersect with the existing dirt road that mainly follows a water line easement, 4 Making improvements to the now dirt road, 4 Continuing this road to intersect with Alga Road as proposed in the Mariners Point project. Mariners Point is to provide a graded connection to the dirt road for continued agricultural use. The proposal also includes filing in a small canyon near Alga Road, installing a pipe culvert and doing sufficient grading to obtain an acceptable road gradient. Anne pointed out that the above grading could be an environmental concern. Especially since the canyon has already been identified has a habitat corridor. Jim pointed out that there are multiple issues with this proposal and the time needed for processing will likely exceed the usual tentative map limit. Anne pointed out that a legislative act is involved so the limit did not apply. Jim made the statement that this proposal was blazing almost new ground requiring consideration of these issues; 1. Easements for the road will be needed. These easement grantees may require a sunset clause. The City does not want to be involved with enforcing sunset clauses. H:\LIBRARY\ENG\WPDATA\DAVIS\2194MTG.OCB 2. We need to investigate if the resulting roadway may ultimately interfere with establishment of the planned public streets, most notably Poinsettia Lane. 3. Anne expressed concern that the proposed secondary access may result in adjacent properties attempting to utilize Oceanbluff s internal circulation as a collector for primary access and Oceanbluff s secondary access may become part of adjacent properties internal circulation.
