"D" Street Access To Black Rail Road
Dear Anne and Jim:
Per your letter dated March 15, 1994 and our meeting March 25, 1994, we have reviewed your
recommendation to connect "D" Street to Black Rail Road.
Based on a review of the potential ADT on Black Rail Road between Poinsettia Lane and the
Cobblestone project, it appears that the counts will range from between 1140 ADT and 1350
ADT at ultimate build-out of the circulation system. This assumes 250 ADT would come from
the De Jong Property, based on 7.8 developable acres in the RLM zone at 3.2 DU/AC, 420 ADT
from the Ocean Bluff project and 470 to 680 ADT from the Cobblestone project. It appears that
Black Rail Road may or may not ultimately function as a "Collector" street which handles 1200
ADT or more. It should also be noted that it is unclear as to whether the Cobblestone project will
be built at the density approved or if the environmental constraints onsite will preclude it from
being entirely "built-out". Therefore, the projected ADT from Cobblestone may not occur. If this
is the case, then Black Rail Road will probably function as a local street.
Since it is uncertain whether or not Black Rail Road north of Poinsettia Lane will function as a
"Collector", and since the City has recommended that "D" Street connect to Black Rail, we
suggest that this connection be temporary and consist of the following:

The cul-de-sac would be constructed as currently proposed. A temporary access of
24' wide AC pavement with AC curb will extend from the cul-de-sac to Black Rail Road.
Temporary 25 foot radius AC curb returns will be provided onto Black Rail Road. An easement
for vehicular and pedestrian access will be provided for this connection. The temporary vehicular
access would be abandoned when permanent secondary access to future Pointsettia Lane is
provided and the connection removed. Pedestrian access to Black Rail Road will remain. The
additional "D" Street connection to Black Rail Road makes it unnecessary to provide full public
secondary access to Camino De Las Ondas as the City suggested. We propose instead that the
emergency secondary access to Camino De Las Ondas be an all weather material, 20" wide
alignment that would follow the existing farming road and be gated at both ends. Having gates
would help to discourage disruption to the existing farming operations, minimize impacts to
sensitive environmental areas, and prevent illegal dumping.
