Re: Seapoint Resort
Dear Mr. Westman:
We have reviewed the plans for the above mentioned project. The Seapoint Resort is
proposed on a site adjacent to the existing high density rail corridor owned by the
North San Diego County Transit Development Board (NSDCTDB). Please be aware
that NSDCTDB will begin operation of the Coast Express Rail commuter service from
Oceanside to San Diego in 1994. These trains, as well as other passenger and freight
trains, will travel along this corridor at speeds up to 90 mph.
The Poinsettia station platform for commuter rail will extend to La Costa Blvd.
NSDCTDB requests that pedestrian access from La Costa Blvd. to the station platform
area be provided. We recommend a ten foot wide sidewalk along La Costa Blvd.
Because of safety concerns, trespassing is prohibited on the railroad right-of-way. Per
our telephone conversation of April 18, 1994, you explained that access to the right-of-
way will be limited from the project site. The proposed development will be located at
the top of the bluff, above the railroad tracks. The ground level of the project will be a
parking garage and there will be no direct access from the rear of the garage to the
railroad right-of-way. NSDCTDB requests that a physical barrier be provided limiting
access from the residential development area to the railroad right-of-way. The bluff
may deter trespasssing, however, fencing would be a more restrictive barrier. We do
not recommend a solid wall which can be subject to graffiti. Chain link fencing or
similar is more aesthetically pleasing and is a sufficient barrier.
Finally, a trash transfer facility for rail haul has been proposed for the site to the east of
the tracks, opposite the proposed Seapoint Resort project. This facility would be
served by freight service along the corridor. If you have any questions, please do not
