Dear Pat:
In response to your telephone call on August 11,1994, requesting the District's position
regarding the potable water and sewer conditions for the subject project, preliminary
conditions are stated below:
Sewer Service
Offsite Requirement:
1. The Developer must install a portion of the public sewer system as per City and
District approved improvement plans entitled "La Costa Downs, SP-201, P.O. 414,
City Dwg. No. 331-8, CMWD 89-C.294."
Onsite Requirement:
1. The development shall provide if necessary a private pumping system to meet the
demanded flows of the new structure.
Water Service
Offsite Requirement:
1. The Developer must install a portion of the public water system as per City and
District approved improvement plans of La Costa Downs (as described above).
2. The Developer must meet all the requirements as set forth by the City Fire Marshall.

3. The Developer shall be required to install a 10" water line and pressure regulating
station "loop" system from Solomar Estates southerly to the La Costa Downs
System. The 10" loop system is per the District's approved Water Master Plan.
Therefore, the District will enter into a reimbursement agreement with the
Developer and will payback Developer for our fair share of construction costs.
It is understood that these are preliminary conditions, and upon completion of an in-depth
water & sewer analysis by the District, the requirements could change.
