Dear Mr. Westman:
NCTD recently received plans for the above mentioned project from George O'Day of
O'Day Consultants. We have reviewed the plans and have the following comments with
regard to transit service and bus stop facilities in the vicinity of the project.
The project area is currently served by NCTD's Route 301, a local route which provides
service between Oceanside and UTC via Carlsbad Blvd. and Highway 101. The existing
northbound bus stop is located in front of the Lanakai Lane mobile home park. The
existing southbound bus stop for this route is located in the southbound travel lane on the
bridge on Ponto Drive. Based on discussions with George O'Day regarding the Seapointe
project, the Ponto bridge will be removed as part of the project construction. NCTD's
bus stop will be removed along with the bridge. Future access between the Seapointe
development and Carlsbad Blvd. will be by way of Descanso Blvd.
NCTD requests that the existing northbound and southbound stops be relocated to the
intersection of Descanso Blvd. and Carlsbad Blvd. According to George O'Day, a
signalized crossing will be provided on the north side of the intersection. Both the
northbound and southbound bus stops, therefore, should be located on the northern side
of the intersection. The stops should be designed to allow the bus to safely stop, board
and alight passengers, and merge back into the travel lane without interrupting the flow of
traffic. In the northbound direction, NCTD requests that the proposed 8' wide shoulder
north from Descanso Blvd. be extended to a minimum of 10' wide. This width should then
continue for a distance of 135' north from Descanso Blvd., thereby allowing the bus a 25'
ingress, a 50' pocket and a 60' egress, (see attached NCTD Design Guidelines, page 5,
Figure 2) This widened area along Carlsbad Blvd. will need to be built to full roadway
specifications.
A complementary bus stop in the southbound direction should be located nearside of the
intersection to enable passengers to cross Carlsbad Blvd. at the signalized crossing.

NCTD requests that the distance from the right most travel lane to the curb, including the
bike lane, be approximately 22' wide for a distance of 150'. In the southbound direction
the bus will require a 60' ingress, a 50' pocket and a 40' egress. NCTD would like to see
plans which identify the frontage of the State Park beach parking lot and which delineate a
150' bus stop zone, separated from the parking lot area.
Additionally, NCTD requests that an 8'-10' sidewalk, designed with curb cuts, extend the
length of the bus stop zone from the curb line of Descanso Blvd. At a minimum, an
8' X 5' bus stop pad connected to a standard sidewalk is required by the Americans with
Disabilities Act for the safe boarding and alighting of passengers in wheelchairs.
