The Planning Department has reviewed your Tentative Map and Hillside Development Permit, application no. 94-01/HDP 94- 03, as to its completeness for processing. The application is incomplete, as submitted. Attached is a list of information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, January 17, 1994, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Project application signed by all master plan property owners. 2. Disclosure Statement signed by all master plan property owners. 3. Public Facility Fee Agreement signed by all master plan property owners. Two copies required: one notarized original and one reproduced copy. 4. Label the Carlsbad Municipal Water District as the Sewer District under General Notes. 5. Label Master Tentative Map 94-01 and Hillside Development Permit 94-03 in the upper right hand corner of applicable exhibits. 6. Provide a brief summary table on the tentative map exhibit showing density/units allowed per lot created by the tentative map consistent with the master plan. 7. Provide legible bearings and distances of the subdivision boundaries. 8. Provide lot lines and approximate dimensions and number of each lot. Provide the distances of the lot lines shown created by the master tentative map. Eliminate all underlying individual lots and further subdivisions currently shown on the master tentative map. Provide lot table information on the lots created by this master tentative map. Only large lots are involved. 9. Indicate top and bottom elevations for any fences, walls, crib walls or retaining walls created by the proposed master tentative mass grading. 10. For the entire master plan area provide existing and proposed topographic contours within a 100 foot perimeter of the boundaries of the site. Show existing onsite trees; those to be removed and those to be saved. The mass grading proposal needs to be shown on typical grading exhibits not just in a table form as currently submitted. The overall grading and grading occurring within each lot created by this master tentative needs to be shown and assessed. The mass grading will not involve project/planning area specific grading or site designs. 11. One copy of an 8 1/2" x 11" reduced master tentative map. Include the west side and all associated improvements (roadways, desilt basin, etc.) 12. Show how each master tentative lot will sewer; provide service/capacity details for the sewer lift station. 13. Provide a conceptual landscape plan, consistent with the City's Landscape Manual and the Poinsettia Shores Master Plan regarding landscaping themes/guidelines, showing landscaping for all master plan slope areas created as a result of the project's mass grading. This would include all roadway slopes (east and west sides of the property) and all other slopes. ,-*•>, Brian Murphy Kaiza Poinsettia Corporation February 10, 1994 Page 3 __ 14. Provide constraints mapping for the west side of the master plan. The constraints map will be the basis to begin the assessment of potential environmental impacts resulting from the proposed desilt basin. An additional biological assessment of the area of the west side's drainage facilities and the east side's alternative drainage system may be required to complete the master tentative's environmental review. Also, please provide an index map on the cover sheet of the constraints map exhibit. LIST OF INITIAL PROJECT ISSUES Planning 1. An updated school facilities letter will be required since the one submitted with this application is dated March 20,1991 and different school impacts/mitigations exist today compared to then. 2. Please separate the Hillside Development Permit (HDP) sections exhibit from the constraints map and place after the slope analysis exhibits for Area C. Ideally a separate set of exhibits would constitute the HDP exhibit package (slope analysis and sections) even though the slope analysis would also appear in the constraints map exhibit package. Staff would like two to three more sections made for the hillside portion of the master plan (Area C). Please consult with staff for the specific locations of these additional sections. In addition, a note will be required for the HDP exhibits explaining that development pads and roadway areas are shown for conceptual purposes only; just like the buildings/structures shown on pad areas. A separate HDP will be required with the development of Area C (currently Lot 9) to review hillside architecture. The HDP associated with the master tentative is intended to assess landform alteration associated with the proposed mass grading. 3. Based on the City Council direction resulting from the January 4, 1994 approval of the Poinsettia Shores Master Plan, an assessment of an alternative drainage system east of the railroad tracks will be required concurrent with review and approval of the proposed drainage system/desiltation basin proposed west of the railroad tracks. This alternative assessment shall allow a comparison of any potential environmental impacts and must be carried out to the satisfaction of the City Engineer. 4. An additional lot needs to be created by this master tentative to correspond with the public right of way/blufftop setback area and trail system area located in Planning Area A-4. This lot (it would be an open space lot) should be included in all summary tables (density, lot area info, etc.). In addition, an open space eaesment or structural setback line should be proposed for the 80 structural buffer that is required by the master plan between the mobile home park and the northern portion of this master plan (east of the railroad tracks). 5. The design of the proposed desiltation basin has to allow implementation of the approved Batiquitos Lagoon Enhancement Plan, which locates a least tern nesting site (site W-1) south and adjacent to the basin. All design and compatibility details regarding the desilt basin and the tern site shall be finalized as this project undergoes discretionary review. Also, regarding the desilt basin location and design, staff strongly suggests that, at a -** Brian Murphy Kaiza Poinsettia Corporation February 10, 1994 Page 4 minimum, the California Coastal Commission and the State Lands Commission receive the benefit of early review since their approval will ultimately be required. No encroachments into wetland areas will be allowed. 6. Confirm that the Carlsbad Municipal Water District (CMWD) can service the entire master plan area. If the Leucadia County Water District or the Vallecitos Water District will be involved, then proof of availability of sewer services will be required to make this application complete. 7. Lot 8 (Area D) needs to be specifically noted as the master plan's intended on-site affordable housing location in keeping with the affordable housing compliance program approved with the Poinsettia Shores Master Plan. 8. Consistent with Poinsettia Shores Master Plan, the following items will be conditions (to be satisfied before final map approval) placed on this project: Zone 9 Finance Plan/Coastal Development Permit/Evidence of School Impact Mitigation Engineering Issues 9. The Engineering Department does not support any claim the cul-de-sac standard can be met if Avenida Encinas is not constructed over the railroad tracks to a new intersection with Carlsbad Blvd. Any such references should be removed from this project's traffic reports. This project will be conditioned with the following wording: "Prior to the approval of a final map for any additional development (except for the buildout of Area J) in the Poinsettia Shores Master Plan, the construction of Avenida Encinas to intersect with Carlsbad Boulevard shall be guaranteed to the satisfaction of the City Engineer". 10. How will the lanes line up along Avenida Encinas and Windrose Circle? Show proposed lane stripping and any necessary right of way and pavement transition. 11. Clarify the note regarding Lot 79 (Area B-2). This area needs to be shown on the master tentative grading exhibits. 12. Clarify or eliminate the note on the cover sheet of the master tentative map regarding the filing of multiple final maps. 13. Compliance with Poinsettia Shores Master Plan and Zone 9 Local Facilities Management Plan LFMP documents (including the amended LFMP section on Circulation approved with the master plan) will be required. As further review takes place, some issues with compliance may arise and require resolution.
