The Planning Department has reviewed your Tentative Map and Planned Development, application no. CT 94-02/PUD 94-01, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, February 2, 1994, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. As of January 1, 1994, the San Diego County Recorders Office has required that all notarized forms be submitted in an 81/2" X 11" format If notarized forms are submitted on any other sized format the County is requiring the City to collect $3.00 per non-standard form submitted. The notarized forms submitted with your application are approximately 3" X 4" in size, therefore, we request that you submit $9.00 for County processing of those forms or to submit new notarized forms in an 81/2" X 11" format. 2. Please delineate the size of each lot on the site plan. 3. The project is subject to noise impacts from the railroad. Please submit a noise study which outlines anticipated future noise impacts and mitigation measures included in the site design to ensure project compliance with City noise standards of 60 dBA CNEL exterior and 45 dBA CNEL interior. A draft noise guidelines manual is available to assist you with preparing the noise study and ensuring mitigation measures are consistent with City guidelines. 4. The site plan reflects a request to rezone from R-2 to RDM. This request is not part of your application. If this is the intent of this project, a request for rezoning must be submitted. However, please note that RDM zoning is not supported by staff on this site as discussed in the Beach Area Overlay Zone study report (attached). 5. Please submit construction materials board and color samples (Le. roofing, exterior walls, pavement, glass, wood, etc.). 6. Please submit architectural guideline compliance summary (see attached Council Policy #44 for development of small lots attached). ENGINEERING: 1. Engineering comments to be submitted under separate cover. ISSUES OF CONCERN PLANNING: 1. For information purposes, please be informed that your project is located within the California Coastal Zone. The applicant will be required to obtain a Coastal Development Permit following City approvals. 2. For information purposes, please be informed that your project is subject to indusionary housing requirements of the City. As your project contains six or fewer units you may pay the adopted Indusionary Housing in-lieu Fee (currently $12,000 per/market rate unit) or construct one affordable unit Gregory E. Your project does not comply with the Planned Development open space requirement per Section 21.45.090(g) of the Carlsbad Municipal Code. The project could be redesigned to comply with this requirement in several ways. One suggestion is to reduce the rear yards on lots 1 and 4 to 20 feet, creating an additional recreation lot with the dimensions of 40* X 30'. Recreational amenities, passive and active, such as a pool, spa, sun deck, barbecue area etc., could be developed on this lot consistent with City requirements. Access to the recreation lot would have to be provided. Another option is to modify the proposed product type in this project. The lot could be subdivided into four lots, with minimum lot sizes of 7,500 square feet in size. On two of the lots product types similar to those proposed could be constructed and on two of the lots duplex units could be built If this option were chosen, you would have to submit for a minor subdivision and a Site Development Plan for the two duplex units. No additional planning permits would be required for the two single family lots. 4. Please submit a fencing plan for this project Fencing can be shown on the landscape plan. 5. The Beach Area Overlay Zone (Section 21.82.060 of the Carlsbad Municipal Code) requires that off-street visitor parking be provided at 1 space per 2 units. Based on this standard, three (3) off-street visitor parking spaces are necessary for this project. On-street parking is not acceptable as meeting this standard. 1.
