The Planning Department has reviewed your Tentative Map and Planned Development Permit, application nos. CT 94-02/PUD 94-01, as to its completeness for processing. All of the items requested of you earlier have not been received and therefore your application is still deemed incomplete. Listed below are the item(s) still needed in order to deem your application as complete. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, February 2, 1994, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. We are in receipt of your noise report prepared by Bricken & Associates. The acoustical analysis however, does not take into consideration future noise impacts of the NCTD commuter rail project scheduled to begin service as early as the end of this year. Please have your consultant revise the analysis and resubmit the report to the City for review. 2. We have reviewed the architectural guidelines compliance summary submitted. It does not appear that the proposed units comply with Guidelines nos. 1, 3, and 5. Please revise elevations to meet these guidelines. ISSUES OF CONCERN PLANNING: 1. We have reviewed your open space proposal pursuant to Section 21.45.090(g) of the Planned Development (PD) Ordinance. The proposed recreation area satisfies the requirements of the PD ordinance. The recreation area however, needs to be shown on the tentative map. Access to the recreation area is proposed via sidewalks within the side yards of lots 1 and 6 and between lots 1, 2, 5 and 6. Such access is not necessary between lots 1 and 6 as long as rear gates are provided for access to the side walk between lots 2 and 5. An exhibit showing the design of the recreation area must be submitted. The design should show proposed improvements including recreational amenities, landscaping and hardscape. 2. The proposed off-street parking does not meet City standards as the spaces on lots 3 and 6 are not available to all units and potential users may not be able to use the spaces if cars are parked in the driveway. As this is a Planned Development, parking would have to be available to all units. One solution would be to provide an enlarged driveway on each lot. By providing extra parking for each lot the off-street parking requirement would be satisfied and should your project be approved without a common recreational facility as requested, you would not be required to form an HOA to maintain shared parking. Widened driveways should be curvilinear from back of curb in an attempt to minimize curb cut width and to preserve on-street parking. This would also permit a small landscaped area along the street frontage which could be used to soften the effect of the widened driveway. Because the driveway will be so wide, care should be given in the selection of materials to be used for the driveway surface. Materials such as pavers, tiles or others could look attractive. ENGINEERING: 1. The City could not find a letter from the Soils Engineer in the project resubmittal package of March 18, 1994. The applicant's transmittal letter of March 18, 1994, referenced such a letter to address the proposed location of the drainage swales within the side yards to be less than 5' from the buildings. 2. City standards require that the driveway aprons for access to the adjacent parcel to the east on Olive Avenue must be located a minimum 3' clear distance from the property line. Also, please identify on the tentative map the existing curb inlet located at the end of Olive Avenue. 3. The City requires lot drainage to the street be conducted as surface flow, and strongly discourages the use of yard drain systems, except in those cases where no other alternatives are possible. 4. Please identify the improvements on the tentative map as "existing" or "proposed", and not as "future". 5. Please have the assigned CT and PUD numbers for this project inscribed at the upper right corner of the tentative map.
