Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The preliminary review does not represent an in-depth analysis of your project. Additional issues of concern may be raised after your application is submitted and processed for a more specific and detailed review. The proposed six lot single family residential development would be compatible with the surrounding neighborhood. However, the proposed development does not meet current City standards, as noted below. We encourage you to review the Beach Area Overlay Zone staff report (attached), and to redesign the project to meet the standards of the R-2 zone. We look forward to receiving.a resubmittal of this project in the near future. 1. The proposed lots are non-standard in width (60' minimum required) and exceed the depth to width ratio of 3:1. 2. If individual driveway openings are proposed for each lot, the curb openings may pose problems including: curbside parking may not be available; Residential driveways must have a minimum 12 foot opening and be a maximum of 40-percent of the lot width; and, Combining driveways is permitted under Planned Development standards, however, those standards require a minimum width of 30- feet. 3. The project will be required to construct standard public improvements on both Date Avenue and Olive Avenue and sufficient transitions to make drainage work. Public improvements may include curb, gutter, sidewalk, street lights and sufficient paving section. Offsite easements may be required for the transition to be completed. The completion of full public improvements of the cul-de-sac bulb on Olive Avenue may be required and this will require offsite easements. 2O75 Las Palmas Drive - Carlsbad, California 92OO9-1576 • (619) 438-1161 Mr. Robbie Thorne Lucas & Mercier Development, Inc. October 27, 1993 Page 2 4. The 10-foot wide sewer easements may not be sufficient in width if structures are placed adjacent to the easement edge. We recommend that the applicant pursue this issue with the Carlsbad Municipal Water District, prior to proceeding with this project. 5. The subject property is zoned R-2, pursuant to ZC 92-01 (see attached staff report). The Beach Area Overlay Zone (BAOZ) study, prepared for this area, has recommended that 'the subject property be developed as duplexes consistent with the R-2 zone. Duplexes would be compatible with the surrounding single family residential development in the area. Duplexes could be accommodated on standard 7,500 minimum square foot lots. Up to eight units could be accommodated on the subject site. 6. The project is subject to noise impacts from the railroad. This project must meet current City noise standards for residential uses. 7. The subject site is located within the Coastal Zone. The applicant will be required to obtain a Coastal Development Permit.
