Harris Lucas & Mercier Development, Inc. 29712 Avenida de la Banderas Rancho Santa Margarita, CA 92688 SUBJECT: CT 94-02/PUD 94-01 - PACIFIC POINTE The Planning Department has reviewed the resubmittal of your Tentative Map and Planned Development Permit, application nos. CT 94-02/PUD 94-01, and has the following comments. Pursuant to my discussion with Rod Bradley, if we are able to quickly resolve the issues below, we will try to schedule the project for the first Planning Commission hearing in January. We will advise you as the tentative hearing date upon receiving the requested information below. 1. Please submit a revised landscape plan with the new project design. The revised landscape plan should show access to the recreation area, amenities to be constructed within the recreation area, and how the recreation area will be screened as viewed from the rear yards of proposed units. 2. To address concerns of Planning Commissioner's, staff would suggest constructing a masonry wall along the western side of the project. We understand that the water district may not want a masonry wall on the east side due to access requirements within the easement area. 3. Please provide data depicting the average side yard setback for the two units on the west side of the project. Because you have turned the units, it appears that the average side yard setback will now exceed a 6 foot average. 4. The tentative map shows portions of the side yards of lots 4 and 5 draining to the rear of the lot. City standards require lot drainage to be conducted to the street as surface flow whenever possible. We have checked the grades and have determined that it is possible to "drain these areas toward the street while maintaining the required 1% drainage slope. 5. In relation to comments made to previous site plans on this project, it appears that the elevation of Lot 1 can be lowered by at least one foot, while maintaining the required 1% drainage slope. 2O75 Las Palmas Drive • Carlsbad, California 92OO9-1576 • (619) 438-1161 Gregory E. Harris November 9, 1994 Page 2 _ 6. The tentative map should clearly indicate the location of the proposed 4' private recreation area access easement. Additionally, the plan should indicate the drainage pattern and any drainage facilities for the recreation area. 7. With regards to Olive Avenue, the street improvements should be installed along the entire project frontage and an asphalt concrete berm installed offsite along the remaining portion of the dedicated street, with provision for the existing driveway to the adjacent property. Please reference our comments on the tentative map submitted for this review. Attached is the redlined check print set of this project.
