HomeMy WebLinkAboutCT 94-02; Pacific Pointe; Tentative Map (CT) (30)c • • o March 2, 1994 TO: TERRI WOODS, ASSOCIATE PLANNER FROM: Associate Engineer VIA: Assistant City Engineer COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT PACIFIC POINTE, CT 94-02 The Engineering Department has completed its review of the subject project for application completeness. The application and plans submitted for this project are incomplete and unsuitable for further review due to the following missing or incomplete items: 1. Please identify the lot area for each proposed lot. 2. Please indicate the top and bottom elevations for all fences, walls, and retaining walls. Show these elevations at each end and in the middle of the structure. Also, show the worst condition elevation. 3. Please show the existing topographic contours within approximately a 100 foot perimeter of the boundaries of the project site and sufficient to demonstrate that filling of this site will not block drainage upstream. 4. Please identify the surface drainage slope on all side yards. The flow line to surface drain a lot must maintain a minimum 1 % slope for drainage. 5. Please show site details for all recreation lots or areas. In addition, the Engineering Department made a preliminary review of the project for Engineering issues. Engineering issues which need to be resolved or adequately addressed prior to conditioning of the project are as follows: 1. The proposed sewer easement shall be 14.5' wide, in accordance with a letter from the Carlsbad Municipal Water District to BHA, Inc., dated December 13, 1993. 2. Drainage to the street should be conducted as surface flow. The use of a yard drain system for lot drainage is strongly discouraged except in those cases where no other alternatives are possible. 3. It appears that the proposed drainage swales within the side yards are located less than 5' from the buildings. The City requires that finish grading provide a minimum positive drainage of 2% to swale 5' away from a building. This issue may be resolved by having the Soils Engineer prepare a letter that indicates their approval of the proposed drainage design. 4. In order to maintain sufficient drainage on Olive Avenue, this project will be required to complete the cul-de-sac bulb by obtaining sufficient right-of-way and installing a concrete curb and drainage inlet. These improvements will also require the installation of a driveway apron for access to the adjacent parcel, which must be located a minimum 3' clear distance from the property line. 5. With regard to drainage on Date Avenue, we recommend the street improvements include the installation of an asphalt swale along the right-of-way line, as an interim measure to maintain drainage. Attached is a redlined check print set of the project. Please forward this plan set to the applicant for corrections and changes as noted. The applicant must return this plan set with the corrected plans to assist us in our continued review. If you have questions regarding any of the comments above, please contact me at extension 4380.
