Dear Mr. Munoz:
In our letter dated December 15, 1994, NCTD requested that the residential development of
Poinsettia Shores be designed in a manner which emphasizes pedestrian and transit access to local
amenities, such as the beaches, bicycle facilities, retail shopping and the Poinsettia commuter rail
station. In the same letter, NCTD also requested that the recreational center at Lot 6 act as a focal
point for fixed-route coastal service and rail station shuttle service along Avenida Encinas. We
recommended that the street designs of the Poinsettia housing developments be in grid or radial
patterns which create direct access to Avenida Encinas and help to develop a pedestrian and transit-
oriented community. NCTD requests that these same concepts be applied to the development of
1 and 2.
NCTD asks that the Carlsbad Planning department review the proposed street design for Lots 1 and
2 with regard to transit access improvments. At a minimum, NCTD recommends that pedestrian
pathways be integrated into the lot design to increase access Avenida Encinas, transit facilities, bike
lanes and the recreational center. In Lot 1, the circular street pattern is designed with two private
drives to Avenida Encinas so that those lots located on Street "H" and Street "F" do have sufficient
access. However, those lots located along Street "G" do not. By integrating a narrow pathway
along the south side of Lot 185, and between Lots 191 and Lot 189 and out to Street "H", the
walking distance to Avenida Encinas from Street "G" would be significantly reduced.
In the plans for Lot 2, it appears that the residents of Lots 141-146 and Lots 167-169 are within
access of Avenida Encinas via Street "O", the entryway to the development. However, residents
located along Street "R" in Lots 150-158 and Lots 121-133 would walk up to 1,000 feet through

the development to Street "O" and out to Avenida Encinas to reach transit facilities, bike lanes and
the recreational center. NCTD recommends, at a minimum, that this distance be significantly
shortened by creating pedestrian walkways at either end of the housing development.
According to the landscaping plans for Lot 2, there appears to be a narrow strip of open space on
the far west side of the devlopment that extends from the entry at Street "O", back along the west
side noise barrier wall to the southwest portion of Lot 2. NCTD asks that this strip be used as a
pedestrian pathway which would reduce the walking distance for residents on the backside of the
development to approximately 600 feet. Similarly, in the northeast portion of Lot 2, between lots
141 and 140, a pedestrian pathway should be implemented from the end of Street "R", through a
gate in the noise barrier wall and out to Avenida Encinas.
NCTD planning staff would be happy to answer any questions regarding our requests for improved
transit access. Staff would gladly meet with city staff to discuss any of the transit-oriented design
concepts discussed in this letter and in our letter of December 15.
