CT 94-04, PUD 94-03, POINSETTIA SHORES PLANNING AREA A-1
we have reviewed the revised tentative map submitted January 31,1995. There is a
major issue with the project.
The issue is that a two to one slope is being proposed on a City drainage
easement. The City cannot allow its drainage easements to be encumbered with
steep slopes, steepness in this case is a function of the ability to repair and
maintain an active drain line between proposed residential structures using
standard construction methods and equipment.
This slope is located along the entire westerly line of the lot.
in a recent meeting with Doug Avis, Brian Murphy, George 0"Day you and myself this
issue was discussed, in discussing the issue I explained that the slope could be on this
Planning Area, A-1, or on the unencumbered portion of Planning Area B-1, CT 94-08 but
not on the drainage easement, we also discussed that alternatively a retaining wall
could be proposed. Engineering would not be opposed to a wall if planning approves it
This map would be ready for a recommendation of approval accept for this issue. A
draft of conditions and an engineering staff report have been prepared, if the applicant
wishes to proceed with their map in a timely manner I am prepared to submit the
report and conditions for review by my supervisor but I cannot proceed until this issue
is resolved.
