Subject: Poinsettia Shores, SDGE Install Steel Pole
Dear Clyde
This letter is to inform you of the preliminary SDG&E engineering for the steel pole
that will replace the existing wood 2-pole structure located at the southeast corner of
the Poinsettia Shores Area A-4 property.
The pole height of the pole will be a minimum of 80 feet from the base of the pole to
the top of the pole. The maximum height will be 85 feet. Further calculations will be
needed to determine the exact height.
The height of the present wood pole is 70'. The increase in height from 70 feet to
80-85 feet is due to recent California Public Utility Regulations that increased the
minimum height of 12,000-volt conductors over a navigable waterway from 30 feet to
40'. San Diego Gas and Electric has determined that this portion of the lagoon is a
navigable waterway due to occasional dredging operations required to maintain the
lagoon.
The advantages of this type of steel riser pole installation are as follows.
1. Eliminate the need for external anchor guy wires and wood guy poles, thus
eliminating the need for additional easements/loss of land use.
2. Eliminate the need for multiple wood cross arms and jumper arms to make
the electrical transition from underground to overhead system.
3. Eliminate all external conduit risers attached to the face of the pole, as the
risers will be internal on the steel pole making for a cleaner installation.
4. Undergrounding the existing overhead wires without replacing the wood 2-
pole structure will require the addition of multiple jumper arms on the
existing 2-poles and the installation of 1 additional 45foot guy pole and
related anchor down guys to be able to hold the wire tension crossing the
lagoon.

SUBJECT: Poinsettia Shores Master Plan - Park Fee Credit
Dear David:
This letter is prepared to address the decreasing park land credit for the Poinsettia
Shores Master Plan and to obtain your concurrence regarding the amount of the park
in-lieu fee required for the approval of the final maps for Planning Areas A-3 and A-4.
Based on our recent conversations, it is acknowledged that the park land credit for the
Poinsettia Shores Master Plan area is dwindling. Once the credit is expended, the
remaining planning areas requesting final map approval will be required to pay park in-
lieu fees prior to the issuance of building permits. Currently, the park in-lieu fee is
$1,575 per dwelling unit. This fee per unit amount will be effective until the City revises
the Dedication of Land for Recreational Facilities Ordinance (Carlsbad Municipal Code
20.44) and the Park In-Lieu Fee amount.
Based on the current timing for approval of the remaining final maps, it appears that
Planning Area B-1 (158 dwelling units) will be the next planning area to obtain final
map approval. According to my calculations (See attached Poinsettia Shores Master
Plan Area - Park Land Demand table), there will be 0.937 acres of park land credit
available after the approval of the final map for Planning Area B-1. Therefore, no park
in-lieu fees will be required for Planning Area B-1.
Although Planning Areas A-3 and A-4 are also close to obtaining final map approval, it
appears that the approval of the final maps for Areas A-3 and A-4 will follow Planning
Area B-1. According to O'Day Consultants, the final maps for Areas A-3 and A-4 are
being processed concurrently. This is primarily due to various facilities that are to be
shared by both planning areas. The combined number of units for Areas A-3 and A-4
total 111 dwelling units.
The park land impacts created by Areas A-3 and A-4 are determined by multiplying the
111 dwelling units by 393 square feet per single family detached dwelling unit as
required by the Dedication of Land for Recreational Facilities Ordinance. This results

in 43,623 square feet of park land demand created by Areas A-3 and A-4. Since there
will only be 0.937 acres (40,815.72 sf.) of credit remaining, a deficiency of 2,807.28
square feet is projected (43,623 sf. - 40,815.72 sf. = 2,807.28 sf.) Once the final maps
for Planning Areas A-3 and A-4 are approved. This deficiency must be corrected and is
done so by paying the park in-lieu fee.
The park in-lieu fee amount is determined by converting the deficient square footage to
a dwelling unit equivalency. This is done by dividing the deficiency square footage of
2,807.28 by 393 square feet per dwelling unit. The result is 7.14 dwelling units. The
7.14 dwelling units deficiency is then multiplied by the current park in-lieu fee of $1,575
which results in a fee amount of $11, 245.50 ($1,575 x 7.14 = $11,245.50).
The payment of the park in-lieu fee, or a bond or a letter of credit in the amount of the
park in-lieu fee must be provided to the City prior to the approval of the final map.
Providing a bond or letter of credit allows for the actual payment of the park in-lieu fee
to be deferred until the issuance of building permits for Planning Areas A-3 and A-4.
The remaining Planning Areas (Planning Areas C and D) will be required to pay a park
in-lieu fee on a per unit basis in the amount of the fee that is in effect at the time of the
issuance of building permits.
At this time, I would like to obtain your concurrence for the amount identified above.
Upon your concurrence, the developer for Planning Areas A-3 and A-4 will prepare the
necessary documents to ensure the payment of the park in-lieu fee.

Introduction
In accordance with the request of the City of Carlsbad, we have prepared this letter to address the plan
check review comments for the Poinsettia Shores Planning Areas A-3 and A-4 project, located in Carlsbad,
California. Our response to the plan check review comment items noted on the grading plans (provided to
us by O'Day Consultants) relative to geotechnical aspects of the proposed development are provided below:
• Have Soils (Engineer) make recommendations to maintain integrity of AB (aggregate base) from
irrigation.
In order to reduce the potential of irrigation water from migrating into the aggregate base beneath
the planned streets adjacent to landscaped medians, we recommend that aggregate base material not
be placed under the curb and gutter where the curbs are located next to landscaped areas.
• Soils Engineer has to certify this slope (adjacent to the inside of the subdivision perimeter sound wall)
is stable and has a 1.5:1 factor of safety.

Based on the grading plans, an approximate 1-1/2-foot high 1:1 (horizontal to vertical) fill slope is
proposed adjacent to the inside of the subdivision perimeter sound wall (in order to maintain a
maximum wall height of 6 feet). In order for this proposed fill slope to have a surficial failure factor
of safety of at least 1.5, we recommend that the slope face be covered with jute matting and be
planted with groundcover as soon as practical after the slope is constructed.

This project is conditioned to post a bond for basin maintenance. That maintenance is
for the existing basin on the south basin slopes towards the lagoon. The condition is
specified in Planning Commission Resolution No. 3771, Condition No. 48.
In researching the Kaiza Poinsettia Shores agreements and bonds, I have found that
the City presently holds a basin maintenance bond in the amount of $14,000. The bond
is with the Insurance of the West Company and is No. 137417. Since the City presently
holds a bond for basin maintenance, the Condition No. 48 is considered to be fulfilled.

In accordance with the request of Tim Carroll of O'Day Consultants, we have performed a geotechnical
evaluation of the proposed side-yard drainage swales for the lots of Poinsettia Shores Planning Areas A-3
and A-4 (Carlsbad Tract Nos. 94-06 and 94-07) located in Carlsbad, California. We understand that some
of the residential structures of the two sites are approximately 5 feet from the side-yard property line. As
a result, the recommended surface drainage design (e.g. positive drainage away from the residential
structure at a gradient of at least 2 percent for a distance of at least 5 feet) cannot be met on some of the
lots. Therefore, we have prepared this letter addressing the condition and have provided an alternative
geotechnical recommendation. As part of our evaluation, we have discussed the issue with Mr. Tim
Carroll of O'Day Consultants.
As an alternative to the previous surface drainage recommendations (Leighton, 1997), we recommend
that surface drainage adjacent to the residential structures of Planning Areas A-3 and A-4 be
accomplished with a gradient of at least 3-1/2 percent away from the structure for a minimum horizontal
distance of 3 feet and be further maintained by a swale or drainage path at a gradient of at least 1 percent
to a suitable collection device (i.e. area drain, street gutter, etc.). Where necessary, drainage paths may be
shortened by the use of area drains or collector pipes. It is very important that these gradients be
maintained throughout the life of the structure. Eave gutters with properly connected downspouts that
drain precipitation away from the residential structure and reduce water infiltration into the subgrade soils
are also recommended.
