SUBJECT: MAR VISTA (6-96-46) AND EMERALD RIDGE WEST (6-96-53)/REQUEST
FOR ADDITIONAL TIME TO COMPLETE THE GRADING DEPENDING ON
WEATHER CONDITIONS (LADWIG DESIGN GROUP, INC. - J/N L-1034)
Dear Laurinda:
The grading is progressing again on both these projects now that we have a break in our rain. North
County has received about twice what San Diego has out of the last several storms. With no further
rain during the next two weeks, UDC Homes will be able to complete the work based on the current
permit requirements.
According to our permits, we are to be completed with the heavy equipment operation by February
15, 1997, 16 working days from now including working on Saturdays.
As of today, Lots 2 through 13 of Mar Vista are completed. In 10 days, all the rough grading/major
movement of earthwork will be completed, leaving six days to do the fine grading.
The Contractor will concentrate first on completing the rough grading and fine grading on the lots
around the perimeter of the project adjacent to the natural open-space areas and will complete the
interior of the project last.
The storm drain work down the previously disturbed north slope of Mar Vista will be started as soon
as the grading on Lots 18, 19, and 20 is completed. This drainage system should be completed by
February 15, 1997.
If we have more rain in the next week or two and we would not be completed with the heavy
equipment operation as projected, we would like to offer the following:
Starting Monday, February 17, 1997, we would have our environmental consultant (Mooney
& Associates) monitor the slopes along the north and east side of Emerald Ridge West for
potential disturbance to nesting gnatcatchers, if any. We would continue with the monitoring
until we are finished with the heavy equipment work or until no later then February 28, 1997.

Note: The City, in their conditions, prohibit heavy construction equipment adjacent to the north and
east side of Emerald Ridge West from March 1, 1997 through July 31, 1997. On Mar Vista,
the environmental consultant (Recon) stated that noise from the construction of the project
would not significantly impact gnatcatchers in the areas, and the City has not conditioned the
project with any grading time limitation.
In summary, we feel we have enough time to complete the heavy construction activity as originally
planned and conditioned. If we do get more rain that would delay us, we ask for additional time to
complete the work to February 28, 1997.
