Page 1 of 2 PROJECT DESCRIPTION/EXPLANATION RECEIVED MAY 2 6 1995 PROJECT NAME: Emerald Ride West- APPLICANT NAME: MSP California. LLC - Marcus S. Palkowitsh The applications for Emerald Ridge West include a tentative subdivision map, Hillside Development Permit, Site Development Plan for the "Q" overlay and 2nd Dwelling Unit (affordable housing) and Environmental Assessment. This 61 lot (plus 1 open space lot) standard R-l 7,500 square foot minimum lot subdivision on 28.2 acres will be developed on the upper 17.2 acres of the property with 7.95 acres to remain as permanent open space. Based on Growth Management calculations, 23.2 acres of the property could be developed at 6 units per acre for a total of 139 units. The affordable housing requirement is 9.15 units (61x15% =9.15). As one option to meet this requirement, the applicant is proposing to require ten of the proposed lots to construct a Second Dwelling Unit per City Ordinance NS283 for a total number of units to be built of 71. The actual dwelling units per net developable acre are 3.1. Access to the property will be from Palomar Airport Road via Hidden Valley Road and the westerly extension of Cherry Blossom Lane. The project has been designed, so that gravity sewer could flow into the McReynolds property (Mar Vista) or into Hidden Valley Road. The decision on which way the sewer will flow will be made at the time of development. Subdivision grades were set to not only minimize grading but to allow for the construction of Hidden Valley Road. Grading in the upper area has been limited to the existing area without native vegetation. Some of the lots will have ocean views. The lots along the east and north edge of the subdivision (with the exception of Lots 15 & 16) will observe the 60-foot biological building setback identified in the Zone 20 Specific Plan and EIR. Minor brush thinning may be required to meet the City of Carlsbad fire break setbacks. The large open space lot separates the subdivision lots from Hidden Valley Road. A Citywide trail is proposed along the existing trail in the open space lot west of Hidden Valley Road. The trail would proceed northerly and eventually cross Palomar Airport Road at the west edge of Hidden Valley Road at the signalized intersection. This new trail location is being proposed as a result of meetings with the U.S. Fish and Wildlife Service, State Fish and Game, Corps of Engineers and the Coastal staff. The existing City open space plan suggests the trail be in the McReynolds Canyon to the west. The above agencies, because of the presence of the Gnatcatcher, said they could not support any on-going intrusion into the McReynolds Canyon and suggested this new location along Hidden Valley Road as an alternative. 703 Palomar Rirport Road + Suite 300 +• Carlsbad, California 92009 (619) 438-3182 FRX (619) 438-0173 Page 2 of 2 Pacific Noise Control looked at noise impacts on the project from both airport and street traffic sources. No walls are required and some interior noise mitigation may be required. A small sliver of land (O.VJi acres) in the area of the desilt basin along the west edge of Hidden Valley Road will be removed from the MSP California, LLC ownership and transferred to the adjacent Kelly property.
