The proposed project is known as Village E of the Rancho Carrillo Master Plan. The Rancho
Carrillo Master Plan was approved with an Environmental Impact Report on July 27, 1993. This
master plan laid the ground work for future development to occur within an area bordered by
Palomar Airport Road to the north, the eastern city limits for the City of Carlsbad on the east,
LFMP Zone 6 to the south and LFMP Zone 17 to the west.
Village E is one of 20 Villages within the Rancho Carrillo Master Plan. This project proposes the
development of 52 duplex structures that equate to 104 dwelling units. Village E is located in the
northern portion of the master plan south of and adjacent to Palomar Airport Road, between
Villages C and F.
The Rancho Carrillo Master Plan shows that the General Plan land use designation is RMH and
allows for the development of up to 174 dwelling units. However, the proposed Village E plan
provides for a total of 104 dwelling units. This reduction in the overall number of units will
decrease the impact to facilities on both a project and local basis. The proposed units will range
in size from approximately 1,117 square feet to 1,595 square feet.
Village E will provide six units for affordable housing. All six units will contain three bedrooms.
By providing six three bedroom affordable units, Village E will meet the required number of three
bedroom affordable units for all of Villages E, J and K. The remaining affordable units required
for Villages E, J and K will be scattered throughout Villages J and K as "granny flat" type
affordable units. The design of the granny flat units can be found in the architecture provided for
Villages J and K. The six affordable units will sold at a price to be determined in the future as
meeting the definition of an affordable dwelling unit.
As indicated, an EIR was prepared for the Rancho Carrillo Master Plan. This EIR addressed the
impacts created by the proposed development of the Rancho Carrillo Master Plan and included
mitigation measures to reduce the impacts caused by development to an acceptable level. The
EIR was used as supporting documentation for the explanations provided in the Environmental
Impact Assessment that accompanies this application.
