The City of Carlsbad's noise standards are 60 community noise equivalent level (CNEL) for exterior usable areas. Without mitigation, receivers located on the site could be exposed to noise levels in excess of the City's standard. Receivers on the second floor and those associated with the low-income units adjacent to College could be exposed to exterior noise levels which would result in interior noise levels in excess of 45 decibels. Mitigation of these potential impacts would be achieved through the construction of a noise barrier along College Boulevard and to a limited extent along El Camino Real. Mitigation of interior noise impacts requires that an analysis be completed of the actual buildings once detailed plans are available. This analysis should demonstrate the use of proper construction techniques which ensure adequate transmission loss for interior receivers. A detailed acoustical analysis of construction measures should be completed when design specifics are available demonstrating the needed transmission loss. Introduction The proposed Sunny Creek project is located at the northeast corner of the intersection of El Camino Real and College Boulevard in the city of Carlsbad. Figure 1 shows the project vicinity map. This report analyzes the impacts to the proposed residential lots from future traffic noise generated on El Camino Real and College Boulevard. Impacts are assessed in accordance with the guidelines, policies, and standards established by the City of Carlsbad. Measures are recommended to reduce significant impacts to noise-sensitive areas. Analysis Methodology A. Applicable Standards and Definitions of Terms Impacts to future sensitive receivers were evaluated in relation to the noise level standards promulgated in the City of Carlsbad General Plan (1994) and the City noise control policies. Noise-sensitive interior spaces also have an interior standard of 45 CNEL. The noise policies of the City of Carlsbad state that: All residential lots and dwellings are to be sound attenuated against present and projected roadway noise, which shall be the sum of all noise impacting the project, so as not to exceed an exterior standard of 60 dB(A) [A-weighted decibels] CNEL in outdoor living areas and an interior standard of 45 dB(A) CNEL in habitable rooms (City of Carlsbad 1993). For this study, exterior usable areas were considered backyards for each single-family unit and the recreational area for the low-income housing portion of the site. The CNEL is a 24-hour A-weighted average sound level (dBA L^) from midnight to midnight obtained after the addition of 5 dB to sound levels occurring between 7:00 P.M. and 10:00 P.M. and 10 dB to the sound levels occurring between 10:00 P.M. and 7:00 A.M. A-weighting is a frequency correction that often correlates well with the subjective response of humans to noise. The 5 dB and 10 dB penalties added to the evening and nighttime hours account for the added sensitivity of humans to noise during these time periods. The California State Unified Building Code indicates that if exterior noise levels are in excess of 60 decibels, multi-family units need to demonstrate that interior noise levels due to exterior sources will be below 45 dBA CNEL. This assumes that standard construction techniques will provide a 15-decibel reduction of exterior noise levels to an interior receiver. With these criteria, standard construction could be assumed to result in interior noise levels of 45 dBA CNEL when exterior sources are 60 decibels or less. When exterior noise levels are greater than 60 dBA, consideration of specific construction techniques may be required. B. TYaffic Noise Analysis 1. Traffic Parameters Table 1 presents the traffic parameters used in this analysis. Future traffic volumes for El Camino Real were obtained from the San Diego Association of Governments. Traffic volumes projected for the year 2015 are 36,000 average daily traffic (ADT) on El Camino Real west of College Boulevard and 45,000 ADT east of College. Traffic volumes on College Boulevard adjacent to the project site are projected to be 22,000 ADT. As such, it can be anticipated that the average speed for the roadway will be below design speed. The average speed estimated for this roadway when it is operating at its maximum volume is 45 miles per hour (mph). For College Boulevard, an average speed was estimated at 30 mph. These traffic speeds were used in the modeling process. The traffic mix was assumed to be 95 percent cars, 3 percent medium trucks, and 2 percent heavy trucks for El Camino Real and 97 percent, 2 percent, and 1 percent for autos, medium trucks, and heavy trucks, respectively, for College Boulevard. The day, evening, and nighttime traffic distribution was assumed to be 77 percent, 10 percent, and 13 percent for both roadways. Considering the potential land uses employing this roadway, this is a worst-case assumption. With these assumptions, the CNEL is approximately two decibels above the average daytime hourly equivalent noise level (L^). 2. Analysis of Traffic Noise Noise generated by future traffic was projected using the STAMINA 2.0 computer model from Vanderbilt University (1991). This model is a computerized version of the Federal Highway Administration Noise Prediction Model (1979), which uses California vehicle noise emission levels (California Department of Transportation 1983). Exterior traffic noise levels to first- and second-floor receptors were calculated. Calculations were completed for a daytime hour, and the resulting hourly L^s were weighted and combined into CNEL values. Projected CNEL values based on the traffic distributions used here are approximately two decibels higher than the daytime hourly L^ calculated by STAMINA. The STAMINA program calculates noise levels at selected receiver locations using input parameter estimates such as projected hourly average traffic rates; vehicle mix, distribution, and speed; roadway lengths and gradients; distances between sources, barriers, and receivers; and shielding provided by intervening terrain, barriers, and structures. Receivers, roadways, and barriers are input into the STAMINA model using three- dimensional coordinates. The origin used for this analysis was the southwest of the project area, 276 feet west and 800 feet south of the intersection of the centerlines of College Boulevard and El Camino Real. The Y-axis pointed north and the X-axis pointed east. Locations and elevations of residential pads and slopes were obtained from the 1 inch equals 40 feet scale map for the project. As an option, STAMINA calculates ground absorption rates as reflective or absorptive. Reflective (hard) sites were used in this study and have an attenuation of 3 dB for every doubling of distance from a line source. Attachment 1 includes the STAMINA input and output data. Future Acoustical Environment and Impacts The methods used in the analysis of future conditions are described in the Analysis Methodology section of this report. The traffic parameters used are shown in Table 1. Noise levels were modeled for a series of receptors located throughout the project area. In addition, noise levels were calculated as needed to refine the location of specific noise contours. Table 2 provides the results with the constructed berm for each receptor. Figure 2 shows the location of the modeled receivers. At 50 feet from the equivalent lane distance for El Camino Real, the reference CNEL noise level for 45,000 ADT is 76 decibels. For College with 22,000 ADT, the reference noise level is 69 decibels. This analysis considered the effects of grading on the property and the relative position of potential receivers to topographic features and the roadways. The resulting noise contours are shown on Figure 2. Ground-level receivers are projected to experience unattenuated future traffic noise levels over 60 CNEL. Noise levels for units adjacent to College Boulevard could be exposed to exterior noise levels up to 68 decibels. For units adjacent to El Camino Real, the maximum unattenuated noise levels are estimated to be 73 decibels CNEL. For the majority of the frontage along El Camino Real, there is sufficient grade separation between the roadway and the finished pads to protect ground-level receivers from exposure to noise levels in excess of the City's standards. The second-floor receivers in these units could be exposed to exterior noise levels in excess of the City's standards, and as a result, interior levels could be exceeded. For the multi-family units, the recreation area is protected from the roadway by the buildings. As such, the area will not be exposed to noise levels in excess of the City standards. The buildings themselves, however, are in areas in excess of 60 decibels and will be required to conform to the 45-decibel interior standard. The modeling for the multi-family area assumed a flat site with no constructed barriers. Mitigation The project design includes the construction of a berm along College Boulevard and a berm and wall combination at the corner of El Camino Real and College (Figure 3). The use of a berm as a noise barrier provides some additional attenuation over a wall of equivalent height. This analysis considered this effect to be two decibels for ground-level receivers. It was considered to provide no additional attenuation for second-floor receivers. At the intersection of College Boulevard and El Camino Real, the berm ends and a wall begins which wraps around the corner. This wall should come off the berm at a height of five feet above the ground level at the top of the embankment on lots 36 and 37. The wall can then step down to four feet above the ground at the top of the embankment adjacent to lots 38 through 41. With the construction of these barriers, ground-level exterior noise levels will be within the limits set by the City. There is the potential that interior noise levels for the multi-family units and for receivers on the second floor of the single-family units could be exposed to noise levels in excess of 45 dBA CNEL. At the time that building plans are available for these units, a detailed acoustical analysis should be performed ensuring that interior noise levels due to exterior sources will be below the City's 45 dBA CNEL standard. Examples of measures may include mechanical ventilation, dual-paned sliding windows, and enhanced insulation of walls and doors.
