Re: Project Description/Explanation for Second Dwelling Unit
To Whom It May Concern:
Attached is our application for a Second Dwelling Permit for a Subdivision that was
approved as CT 96-08. Condition #15 of the Planning Commission Resolution No. 4274
states, "The developer must obtain approval of Second Dwelling Unit permits for each of
the two required second dwelling units prior to approval of Building Permit for those
units."
The building plans have been approved and the record map was recorded on June 7,
1999. Additionally, an Affordable Housing Agreement has been agreed to and provided
to the City of Carlsbad Redevelopment and Housing and Redevelopment Department.
The attached plan indicates that on lots 2 and 8 we will construct two homes containing
3,216 square feet with the affordable unit comprising 640 square feet and the remainder
of the home containing 2,576 square feet. Both of these homes will maintain 3 car
garages with additional 3 spaces located in the driveways. The second dwelling units
will maintain a separate entry from the single garage space that accesses from a staircase.
The Affordable Housing Agreement will be recorded and given to the ultimate purchaser
of the homes. This particular project has been additionally described as CenterStone or
Jefferson/Chinquapin and included approval for SDP 97-22, CDP 97-04 and of course the
tract map CT 96-08.
The proposed rental rate will be as approved in the Housing Agreement in that the
monthly rent shall not exceed 1/1 2th of 30% of the gross annual income of a low-income
household, adjusted for size, at 80% of the San Diego median income.

Dear Mr. Jacobs:
Per your request on July 8, 1999, we contacted O'Day Consultants for the purposes of
coordinating the final engineering for our public works project with the private contract
Civi[ . for Centerstone (Project No. C.T. 96-08, City Drawing No, 375-2). Having reviewed
their plans, we recommend the following actions:
• O'Day Consultants' plans shall be revised to reflect temporary asphalt
cross gutter at the south west curb return, intersection of Jefferson Street
and Chiquapin Avenue (current O'Day plans attached show concrete
cross gutter, which would require sawcut by our contractor if poured
monolithically with the curb). Design top of curb elevations are
consistent with SB&O design. See datum note below.
Land
surveying 9 SB&O plans shall be revised to reflect O'Day concrete curb return as an
existing curb to be protected in place. SB&O to realign cross gutter to
meet "existing" O'Day improvements (see attached SB&O plan).

Dear Mr. Hubbs:
This is a request for a variance from City standards for the following improvement shown on Drawing
No. 375-2:
Installation of a concrete cross gutter on Linmar Lane approximately 400 feet northerly
of its intersection with Chinquapin Avenue.
The purpose of the cross gutter is to maintain existing drainage patterns. Currently, Linmar Lane is a
dead-end street which drains to an AC. ditch that runs westerly and northerly along the subdivision
boundary of Linmar Village to Tamarack Avenue. If this flow were to be diverted southerly down the
extension of Linmar Lane to Chinquapin Avenue, the capacity of Chinquapin would be exceeded. A
detailed calculation for this is enclosed for your review.

Secretary of the Company, is hereby authorized by the Company to
execute such documents on behalf of the Company. The signature
of Kirk Evans, acting alone, shall be binding on the Company.
BE IT FURTHER RESOLVED, that in addition to Kirk Evans
acting alone, EVC Management Services, Inc., through its
President, Ernest V. Castro, and Harold Woods, Jr., Members of
the Company, acting together, can bind the Company on such
documents in addition to Kirk Evans. Nothing herein shall grant
such persons the right to take actions contrary to the the Operating
