Planning Group 5620 Friars Road San Diego,CA 92110-2596 Phone (619) 291-0810 Fox (619) 291-4165 PROJECT DESCRIPTION VILLAGE H RANCHO CARRILLO CARLSBAD December 17,1996 Once Continental Homes took ownership of this village, they reevaluated its role in providing housing within the overall Master Plan. Due to the characteristics of the site, the fact that it has only one logical access point and that it sits atop a promontory, a decision was made to lower the density of the village with a land use change as part of the Master Plan Amendment. We believe this action will produce benefits for the community, first it will ease the fact that the village has limited access, second its larger lots will separate structures and custom housing can provide more variation in architectural form and articulation. The third benefit is the prestige of a gate guarded private street village of large custom and semi-custom homes that will provide the Master Plan with a flagship neighborhood, introducing visitors to the living experience in Rancho Carrillo, Carlsbad. The application for Village H is a Planned Development on a total of 52.1 acres, with a total of 77 lots, of which 73 are residential lots, fifteen of these sit on the southwestern rim, with an average lot size of over 12,000 square feet. These lots will be offered for custom home building. All 15 lots are single loaded along Street H-D, where on-street parking will be limited to one curbside of the 32-foot street or in parking bays. This arrangement produces 32 street side parking spaces for the 15 lots. In response to the site's landform, sensitive vegetation, the limited number of lots on this street and that it is private with restricted access, cul-de-sac turnarounds have been limited to one central location on Street H-D with hammer head turnarounds at each end. These two street ends on Street H-D, two on Street H-B and the one on Street H-C are requested as a variance to the City's street standards. Street H-A provides the village's entry off of Melrose Drive and starts the private street system. A raised median separates the 16-foot drive isles to a turnaround at the gate location. A secondary emergency access is also provided at this turnaround so that the longest true single access cul-de-sac Street H-A, is 1200 feet long from its intersection with H-B to its west end. Because emergency vehicles can circulate through the northern end of Street H-B, it also ends in a hammer head allowing Lots 1, 2, 19 and 20 to remain turned sideways away from Melrose Drive noise. These four lots sit at the same elevation as Melrose Drive, due to this we've included a three-foot berm to position a six-foot wall to attenuate the noise from the roadway. Once beyond the gated entry Streets H-A, H-B and H-C are all 36-foot curb-to-curb with parking on both sides and a sidewalk in front of every lot. REW: vs. 12967.001 The remaining 58 lots average over 9,000 square feet in size and will have semi- custom production homes. The application for Village H proposes delayed architecture review for these lots, due to this we've included Design Guidelines and a House Plotting Plan to diagram the building envelopes and special setbacks proposed in key areas. Some lots at the ends of street segments will allow shallower front yard setbacks, flag lots have a greater garage setback for turnaround and hilltop conditions produce expanded side yard setbacks in a few applicable areas. Building envelopes on a few lots are influenced by special setbacks for Melrose Drive and the City's 60-foot fire suppression setback standard.
