Project Description 10/96 Page 1 of 1 Application for Site Development Plan Amendment La Costa Plaza NEC El Camino Real and La Costa Avenue Project Description/Explanation On June 17,1998, the Planning Commission approved Carlsbad Tract No. CT 97-09, for the Albertson's La Costa Plaza shopping center, subject to findings and conditions set forth in Resolution 4311. Condition 12 of the Resolution addressed parking at the shopping center. In an effort to assure that uses in the shopping center did not impact the adequacy of the parking supply at the shopping center, Condition 12 states, "the amount of restaurant square footage in the shopping center shall be restricted to 11,000 square feet." The staff report contains no analysis as to how that restriction was derived, because there was none. The restriction was an arbitrary number suggested by staff at the time. Neither staff nor the applicant had anything other than a hunch as to the what, if any, restriction on restaurant usage would be reasonable or necessary. The municipal code allows restaurants to be included in shopping centers and there is no formula to determine how much restaurant space is too much for the parking required by code for a local shopping center. La Costa Plaza has been fully operational since March of 2004, nearly two years ago. The shopping center has been very successful. There has been no turnover of any tenants in the project, which usually means the merchants are doing sufficient volume to continue in business. Volume translates to parking demand. The Albertson's store is nearly the highest volume Albertson's store in San Diego County, which means more parking demand than most supermarkets in the County. The shopping center is a very busy location. However, even at the busiest times of the year, there is always an abundance of parking in the main lot at the shopping center. The parking on Lot 7, which is presently an overflow parking lot, but has now been approved for an additional 4,000 s.f. of building area, is virtually unused at all times of the year. With the addition of 4,000s.f. of building area, this lot will still have 40 parking spaces, or 10 spaces per each 1,000 square feet of building area added. After Lot 7 is developed, there will be 411 parking spaces in the shopping center, with 399 spaces being required. Based upon the above, it is the opinion of the Applicant that the parking at the shopping center is more than sufficient and would support additional restaurant space. The arbitrary limitation of 11,000 s.f. has proven to be too restrictive. Accordingly, the applicant proposes to increase the restriction by 4,000s.f. to a total of 15,000 s.f. As noted, the project will continue to meet Carlsbad parking requirements, even with the addition of the recently approved 4,000 square foot building to the shopping center.
