Project Description: The certification of a Program Environmental Impact Report, Candidate Findings of Fact,
Statement of Overriding Considerations, Mitigation Monitoring and Reporting Program, General Plan
Amendment, Zone Change, Carlsbad Oaks North Specific Plan, Zone 16 Local Facilities Management Plan
Amendment, and approval of a Tentative Tract Map, Hillside Development Permit, Planned Industrial Permit, and
Floodplain Special Use Permit for the development of an industrial park located north of Palomar Airport Road
between El Camino Real and the City's eastern boundary in the P-C Zone and Local Facilities Management Zone
16 that will include 23 industrial lots, 3 open space lots, and one sewer pump station lot. Public Works projects
that are associated with the Carlsbad Oaks North project include the extension of Faraday Avenue, the extension of
El Fuerte Street, and Reaches SAHT1 A through D of the South Agua Hedionda Sewer Interceptor.
This is to advise that the City of Carlsbad has approved the above described project on October 8, 2002, and has
made the following determination regarding the above described project.
1. The project will have a significant effect on the environment
2. An Environmental Impact report was prepared for this project pursuant to the provisions of CEQA.
3. Mitigation measures were made a condition of the approval of the project.
4. A statement of Overriding Considerations was adopted for this project.
5. Findings were made pursuant to the provisions of CEQA.
This is to certify that the final EIR with comments and responses and record of project approval is available to the
General Public at THE CITY OF CARLSBAD.
