HomeMy WebLinkAboutCT 97-22; Poinsettia Properties PA8; Tentative Map (CT) (5)1 J April 26, 1999 Ms. Dee Landers City of Carlsbad Planning Department 2075 Las Palrnas Drive Carlsbad, CA 92009 Reference: Noise Effects of Carlsbad Boulevard Reconfiguration (RECON Number 2966N) Dear Ms. Landers: Mr. Paul Barnes at Shea Homes asked that I provide you with an assessment of the effect of a modified configuration for Carlsbad Boulevard on the Poinsettia Shores project. To that end, I have calculated the effect of placing the north bound roadway to the east of the existing street and compared the results with the noise analysis we prepared in December of 1997. As I understand the potential configuration of the roadway, the current northbound lanes will become southbound lanes, new northbound lanes will be constructed east of the existing roadway, and the present southbound roadway will be eliminated. The curb line of the new northbound roadway will be 50 feet from the rear property lines of the lots adjacent to the road. I assumed that future roadway grades would be similar to the existing elevations. Using (he same input parameters employed in the previous noise report, the reconfiguration of the road would result in an increase to noise levels on the project site of between 1 and 2 decibels over the earlier prediction. The enclosed table provides the predicted future noise levels with the condition analyzed in the earlier report and those resulting from the reconfiguration. Based on these assumptions, the reconfiguration of the roadway does not result in noise levels exceeding 65 decibels and does not change the conclusions provided in the earlier noise report. We appreciate the time that has been allotted in allowing us to move forward with our exciting project while addressing the City's desire to realign Carlsbad Boulevard improvements. Although exceeding the requirements of our project as outlined in the Specific Plan, it is our understanding that we have reached a mutual agreement on how these improvements can be completed. The essence of the agreement would include our coordination and construction of the Carlsbad Boulevard realignment and paying an amount up to the Developer Contributions attached hereto. The remainder of the costs will be paid by the City on a progress payment reimbursement agreement during construction. The enclosed cost estimate addresses the costs associated with the realignment of Carlsbad Boulevard, west of Planning Areas 7, 8, and 1. This cost estimate does not address the possible required overlay hi order to adjust for existing cross slope. An estimate of this cost is $120,000 for Planning Area 7, and $80,000 for Planning Areas 1 and 8. Through future coordination with the City of Carlsbad, a reimbursement agreement will be drafted.
