HomeMy WebLinkAboutCT 97-24; May Subdivision; Tentative Map (CT) (4)May 13, 1998 TO: ANNE HYSONG, ASSOCIATE PLANNER FROM: Associate Engineer Quon PROJECT REPORT AND CONDITIONS TRANSMITTAL MAY SUBDIVISION MAP, CT 97-24 The Engineering Department has completed its review of the subject project. The Engineering Department is recommending that the project be approved subject to the following conditions: General 42. NOTE: Unless specifically stated in the condition, all of the following engineering conditions upon the approval of this proposed major subdivision must be met prior to approval of a final map. 39. There shall be one final subdivision map recorded for this project. 45. The developer shall defend, indemnify and hold harmless the City and its agents, officers, and employees from any claim, action or proceeding against the City or its agents, officers, or employees to attack, set aside, void or null an approval of the City, the Planning Commission or City Engineer which has been brought against the City within the time period provided for by Section 66499.37 of the Subdivision Map Act. 46. Prior to hauling dirt or construction materials to or from any proposed construction site within this project, the developer shall submit to and receive approval from the City Engineer for the proposed haul route. The developer shall comply with all conditions and requirements the City Engineer may impose with regards to the hauling operation. 47. Rain gutters must be provided on structures located on lots with less than a 5' setback from the perimeter of the structure to the lot flowline, in accordance with City Standard GS-15, to convey roof drainage to an approved drainage course or street to the satisfaction of the City Engineer. Fees/Agreements 50. The developer shall pay all current fees and deposits required. 51. The owner of the subject property shall execute an agreement holding the City harmless regarding drainage across the adjacent property. 56. Prior to approval of any grading or building permits for this project, the owner shall give written consent to the annexation of the area shown within the boundaries of the subdivision plan into the existing City of Carlsbad Street Lighting and Landscaping District No. 1 on a form provided by the City. Grading 58. Based upon a review of the proposed grading and the grading quantities shown on the tentative map, a grading permit for this project is required. The developer must submit and receive approval for grading plans in accordance with City codes and standards prior to issuance of a building permit for the project. Dedications/Improvements 63. Additional drainage easements may be required. Drainage structures shall be provided or installed prior to or concurrent with any grading or building permit as may be required by the City Engineer. 64. The owner shall make an offer of dedication to the City for all public streets and easements required by these conditions or shown on the tentative map. The offer shall be made by a certificate on the final map for this project. All land so offered shall be granted to the City free and clear of all liens and encumbrances and without cost to the City. Streets that are already public are not required to be rededicated. 66. Prior to issuance of building permits, the developer shall underground all existing overhead utilities along the subdivision boundary. 71. Plans, specifications, and supporting documents for all public improvements shall be prepared to the satisfaction of the City Engineer. In accordance with City Standards, the developer shall install, or agree to install and secure with appropriate security as provided by law, improvements shown on the tentative map and the following improvements: a. Full width street improvements to Street "A". b. Curb, gutter, sidewalk, paving, and streetlight improvements along the project frontage on Monroe Street in compliance with City local street standards. c. Curb, gutter, sidewalk, paving, and streetlight improvements along the project frontage on Park Drive in compliance with City collector street standards. A list of the above improvements shall be placed on an additional map sheet on the final map per the provisions of Sections 66434.2 of the Subdivision Map Act. Improvements listed above shall be constructed within 18 months of approval of the secured improvement agreement or such other time as provided in said agreement. Final Map Notes 78. Note(s) to the following effect(s) shall be placed on the final map as non-mapping data: "No structure, fence, wall, tree, shrub, sign, or other object over 30 inches above the street level may be placed or permitted to encroach within the area identified as a sight distance corridor in accordance with City Standard Public Street-Design Criteria, Section 8.B.3. The underlying property owner shall maintain this condition." Code Reminder The project is subject to all applicable provisions of local ordinances, including but not limited to the following: 79. The developer shall exercise special care during the construction phase of this project to prevent offsite siltation. Planting and erosion control shall be provided in accordance with the Carlsbad Municipal Code and the City Engineer. Also attached is a final Land Use Review project report for inclusion in the staff report for this project. BRIEF DESCRIPTION: 14 residential lots on a 4.67 acre site. ENGINEERING ISSUES AND DISCUSSION TRAFFIC AND CIRCULATION Projected Average Daily Traffic (ADT): 14 units x 10ADT/unit = 140 ADT The project contains 14 lots, all of which have frontage and direct access to public streets. The streets adjacent to the project site, Park Drive and Monroe Street, are adequate to serve the traffic volumes generated by this project. SEWER Sewer District: Carlsbad Municipal Water District Sewer EDU's required: 14 units x 1EDU/unit = 14 EDU's Sewer lines to this project will gravity flow to existing sewer mains on both Park Drive and on Monroe Street. WATER Water District: Carlsbad Municipal Water District GPD required: 220 GPD/EDU x 14 EDU's = 3,080 GPD Water service to the project is provided by existing water mains on both Park Drive and on Monroe Street. GRADING Quantities: Cut: 14,000 cy Fill: 14,000 cy Import: 14,000 cy Permit required: Yes Offsite approval required: No Hillside grading requirements met: N/A Preliminary geotechnical investigation performed by: Vinje and Middleton Engineering, Inc. The geotechnical report indicates that there are no major grading or soils related issues with the proposed project. DRAINAGE AND EROSION CONTROL Drainage basin: Agua Hedionda Watershed Erosion potential: Low Surface runoff will drain to an existing storm drain inlet on Park Drive. The project is also required to provide drainage area fees under the City's Master Drainage Plan. LAND TITLE Conflicts with existing easement: No Public easement dedication required: No Site boundary coincides with Land Title: Yes The right-of-way widths for Park Drive and for Monroe Street conform with City standards and no additional right-of-way dedications are required. A cul-de-sac street, Street "A", will be dedicated as a public street on the final map. IMPROVEMENTS Offsite improvements: Yes Standard Waivers required: No Conditions of approval require construction of street improvements along the project frontage on both Park Drive and Monroe Street to complete these streets in compliance with City local street standards. The project application is now or was previously found complete for the purpose of continued engineering review. The project application does contain some engineering issues or concerns which remain to be resolved by the applicant. All engineering issues should be fully resolved or addressed prior to resubmitting the project for our review. The outstanding engineering issues or concerns are as follows: 1. We have yet to receive the hydraulic analysis for this project, as stated in the applicant's letter of February 19, 1998. The application and plans submitted for this project are complete and suitable for continued engineering review In addition, the Engineering Department made a preliminary review of the project for Engineering issues. Engineering issues which need to be resolved or adequately addressed prior to conditioning of the project are as follows: 1. A hydraulic analysis is required to demonstrate that the proposed drainage facilities are adequately sized. 2. The brow ditch proposed to be located behind lots 10-14 does not meet City standards with regards to lot drainage. City standards require that these pads be graded so that drainage of each lot is directed towards Monroe Street. 3. The brow ditches proposed for lots 3, 4 and 5 should be designed so that each of these lots conveys drainage independent of each other. We suggest relocating the brow ditch along lot 3 to be along lot 4; and modifying the brow ditches on lots 4 and 5 so that they carry drainage from their own respective areas. 4. Please note that the City's Master Drainage Plan indicates the need for a 24" storm drain on the stretch of Park Drive from Monroe Street to Tamarack Avenue, and then west on Tamarack Avenue where it will join an existing drainage facility. This project is required to install this storm drain, along with a reimbursement agreement for the offsite portion. The City may be willing to provide fee credits to offset the costs of these improvements. An option is for this project to contain onsite mitigation so that the project storm runoff is equal to the current rate of runoff, and downstream flow is not increased. Attached is a redlined check print set of the project. Please forward this plan set to the applicant for corrections and changes as noted.
