Dear Mr. Lynch:
This letter is to request final inspection on building #2 at our Valencia project in Rancho
Carrillo. Apparently there has been some confusion on the status of the building.
The building is complete, and we have moved our sales office into one of the units (#6340)
temporarily while we removed our sales trailer to build the final building on the site. Although
we have moved furniture into this one unit, we have not modified it in any way, and therefore no
conversion is necessary. This building is on one permit, so until this issue is resolved, we cannot
close any of the other units in the building.
Please authorize Mr. Mike Black to finalize this building so we may proceed with closing the
units on schedule. Thank you for your assistance. Please call me at (858) 654-4181 if you have

Dear Gary:
Per your request, I am sending you this as an amendment to the April 13, 2001 letter regarding the
above referenced community. Due to the challenges I explained to you this afternoon we will not
have completed the pool and the pool facilities by May 2nd, the first closing in Building 14. We
have scheduled all the necessary inspections to be completed by May 12th. Shea Homes
appreciates and agrees with the City of Carlsbad that ensuring the homeowner's interests are
always a priority. Per our conversation Shea Homes will pay for the next month's dues for each
and every homeowner in the Valencia Community. A letter will be delivered to each of the 114
homeowners from Shea Homes expressing our apologies for being a month late on the delivery of
their pool and pool facilities. In return the City will release the finals for Building 14 prior to the
completion of the pool and the pool facilities.
This request does not, however, release Shea Homes of its previous assurance to hold closings on
units 95 through 98 until Building 13 has all of its scaffolding down and roofing complete.
Again, I want to apologize for this situation, and thank you for your patience and understanding. If
you have any questions or comments, please do not hesitate to call.

Dear Gary:
Per your request, I am sending you this letter in reference to the above referenced property. Please
let this letter serve as our commitment to achieve certain thresholds prior to finals being given by
the planning and/or landscaping department. The following are the items that we had agreed to at
our meeting on April 12, 2001:
1. Building 3 can be released prior to the pool area and related facilities for this community
being complete. The pool area is scheduled to be complete two weeks after the first close
of escrow in Building 3, which is expected on April 18, 2001.
2. Building 14 can be released once the pool area and all the facilities are complete with
exception of certain walkways that have been identified for homeowner safety reasons.
These walkways have been identified in the attached exhibits. Once the buildings nearest
these walkways have all their scaffolding down and the roofing complete, the walkways
will be opened.
3. Once Building 14 has been finaled Shea Homes will not close the four units that are of
concern to the City of Carlsbad and Shea Homes regarding safe access, which are units 95,
96 97, and 98. When the building under construction, Building 13, has all the scaffolding
down, roofing complete, and its westerly sidewalk complete, only then will Shea Homes
allow these units to close.
I want to thank you again for being patient and aiding me with this situation. If you have any
questions or comments, please do not hesitate to call.

Engineering:
Traffic and Circulation:
1. As previously indicated, for consistency purposes, please show the widened street
section and cul-de-sac design at the terminus of "A-C" Street. This design should be in
accordance with the Village "B" tentative map.
2. In accordance with a previous meeting with the applicant, and a field review of a similar
project in Justin Ranch on February 19, 1998, please show typical 24' ("P" vehicle)
turning radii, at a scale of 1" = 20', for the proposed driveways, courtyards, and all
garages (typical) on the site plan.
3. Thank you for indicating the sight distance sight lines on the site plan. However, as
previously requested, please show these sight lines on the preliminary landscape plan
also.
4. The "Local Street" typical section indicates a "B-D" Street. Where is this street? Please
identify and label on the plan view. (Also check the spelling of "street" for the typical
section.)
5. Please show a typical street section for the proposed project entrance, and label as
"Private Street A."
6. Please change the right of way width from 60' to 68' for the typical street section for
"Collector Street A-A."
Dra/'naqe;
1. All on-site drainage is private. Therefore, please relocate the storm drain located at
building #2 out of the public utility easement.
Soils and Geology:
1. The updated Geo-technical Report needs a corrected (site specific) geologic map for
Villages A-D. The one included is the geologic map for Villages "E, F, G, K & P."
Mapping/Land Title:
1. Schedule "B" of the Preliminary Title Report (PR) indicates a City easement (Item No.
4). Please show the location of this easement and indicate the future disposition.
Delete/revise "General Design Note" No. 16 in accordance with this easement
information.
Miscellaneous:
1. Enclosed for the applicant's review for making the requested revisions is a red-lined
check print of the project. This check print must be returned with the revised plans
to facilitate continued staff review.
CARRILLO RANCH - VILLAGE "A"
PRELIMINARY REVIEW PROJECT SUMMARY
The proposed project encompasses the development of 172 multi-family units on
approximately 11.5 acres within the Carrillo Ranch Master Plan known as Village
"A". The net developable area is approximately 11.0 acres and the net density
proposed is 15.6 dwelling units to the acre.
The master developer of Carrillo Ranch has been processing a Master Plan
Amendment that will modify the General Plan Land Use category from RM (4-8
du/ac) to RH (15-23 du/ac). Setbacks and development standards would be
consistent with the criteria established in the amended Master Plan.
The project as proposed includes five different plan types and 15 buildings, the
majority of which are 12-plex structures. Some buildings will be modified to have
fewer than 12 units, but all types have a motor-court with one entry drive off a
main loop street.
The buildings are proposed to be mission style architecture. The units, roof lines
and building mass are articulated and tile roofs and architectural details are
incorporated throughout. Garages are not the dominant visual feature as the
motor courts are internal and hidden from public view. Additionally, the
architectural elevations of the units along Melrose Drive will be enhanced and
slope planting would be proposed to provide landscape screening of the
structures from Melrose Drive.
Entries to the units are accessed through landscaped green ways between
buildings and pedestrian walkways will loop throughout the project providing easy
access to parking and common active recreation facilities. Finally, patios and/or
balconies are provided for each unit affording a private outdoor retreat area.
The internal loop street will provide parking and sidewalks on both sides where it
is 36' wide and parking and sidewalks on one side where it is 32' wide. The total
number of parking provided is 344 resident spaces (2-car garages/unit) and 80
on-street parking for guests where only 48 spaces are required.

Plan Review Recommendations
The following recommendations are optimal security suggestions provided by Carlsbad
Police Department's Crime Prevention Unit. The purpose of this document is to
safeguard property and public welfare by reviewing and regulating the design,
construction, quality of materials, use and occupancy, location, and maintenance of all
buildings and structures. The Crime Prevention Unit presents recommendations in two
sections, site considerations and building recommendations.
Site Considerations
D Lighting
The police department suggests that individual buildings be equipped on all
sides with lighting fixtures to illuminate the sides of the building. Light gives someone
the perception of being seen. The lights do not have to be of considerable wattage, low
levels of light are sufficient to provide a blanket of light.
Equip parking areas with light that provides a maintained minimum of one
(1) foot-candle of light at the ground level during the hours of darkness. Illuminate
walkways and passages within the complex with a maintained minimum of one quarter
(.25) foot-candle at the ground level during the hours of darkness. Provide additional
light in common areas such as mail boxes and recreation centers.
Further, equip fixtures with dawn to dusk sensors or timers, including balcony
lighting. The department recommends that the fixtures be adapted to use something
other than an incandescent bulb for energy efficiency. Ensure the light is directed to
illuminate the sides of the building not just the area surrounding the building. Protect
the fixtures with vandal resistant covers.
D Light Sources
• Incandescent or Halogen lamps are short lived and fairly expensive to operate.
They put out a nice bright light and are easy to control. They are compact.
• Fluorescent lamps are less expensive to operate than Incandescent or Halogen and
have a longer life. They put out a good light but are a little more difficult to direct. They
are larger than the previous two.
• Mercury Vapor lamps are less expensive to operate than Incandescent or Halogen
and have a long life. Their color is not as good as fluorescent but they are easier to
direct and control. They are compact.
• Metal Halide lamps require fewer fixtures to illuminate an area but have a shorter life
than Mercury Vapor. They provide an excellent light and are easy to direct and control.
They are compact.
• High Pressure Sodium Vapor lamps require few fixtures and have a low operating
cost. The fixtures are expensive to purchase. They put out an excellent light and are
easy to direct and control. They are compact.
• Low Pressure Sodium Lamps have the lowest operating cost of all the lamps. The
fixtures are expensive but few are required. They put out a yellow light and the clarity is
not good. They are easy to direct and control. They are longer in size.
D Landscaping
Keep exterior landscaping at a minimal height and fullness giving police, security
services and the public surveillance capabilities into the area. Plant low profile shrubs,
below three feet. Design landscaping to keep a space between the tops of shrubs and
the bottoms of trees. Ensure the canopy of a tree is not lower than five feet. Do not
allow trees to provide access to the roof or balconies. Let landscaping augment, not
deter from lighting.
Apply security plants where necessary to prevent loitering and tampering.
Security plants have prickly leaves or thorns. They limit access over fences and
through windows. They also reduce concealing and loitering. Plant low level security
plants on or around problem areas. Security landscaping, used with appropriate fences
provides excellent security, deterring intruders. For a list of security plants, please
contact the Crime Prevention Office at 931-2105.
If you design hills, burms and landscaping to conceal a house, you also provide
a place for an intruder to hide. For optimal security, allow surveillance of a house from
the street and from neighboring yards.
Install walls and fences that are see through for surveillance. Tall solid walls
around and within a complex provide cover. Walls and fences at entrance ways should
allow surveillance. Prune trees away from fences to not provided access over the
fence. Thick foliage at the fence line impairs yard visibility and conceals a breach in the
fence.
Lock gates and install gates that allow surveillance.
D Addressing
On the street side of the residence, display a street number in a prominent
location. Make the numbers visible to approaching emergency vehicles. The numerals
should be no less than four (4) inches in height and should be of a contrasting color to
the background to which they are attached. Display house numbers be displayed in
illuminated fixtures.
D Entrances
Keep entrance ways clear of clutter. Make sure you allow vision from the front
access street to front door entrance. Homes that have been designed without this
consideration have been more susceptible to front entrance penetration. Surveillance
is important.
Building Considerations
D Doors
Install wooden doors into the residence of solid core construction with a
minimum thickness of one and three-fourths (1-3/4) inches. This includes the garage
pedestrian door, and the door from the garage into the residence.
Further, equip all doors with a single cylinder dead-bolt lock using a 5-pin
tumbler. Connect the dead-bolt to the inner portion of the lock by connecting screws.
Ensure the lock has a one inch throw that can withstand a cutting tool attack. Choose a
dead-bolt that embeds at least three-fourths of an inch into the strike plate. Finally, re-
enforce the strike plate with a minimum of two, 3 inch screws.
Arrange all entry and exit doors to dwelling units so that the occupant has a view
of the area immediately outside the door without opening the door. Except doors
requiring a fire protection rating that prohibits them, such view may be provided by a
door viewer having a field of view of not less than 190 degrees. Mounting height should
not exceed fifty-four inches from the floor. Further, install no glass panels within
forty inches of a locking device.
Doors that are partially glass also require a single cylinder dead-bolt lock. Also,
equip these doors with a burglar resistant glaze to prevent someone from breaking the
glass to enter the home.
D Sliding Doors
Install metal guide track at the top and bottom of horizontal sliding. The bottom
track should be so designed that the door cannot be lifted from the track when the door
is in the locked position. Also, equip the door with security hardware such as a pin.
D Double Doors
The inactive leaf of a double door requires the same solid core construction as a
single door and should be equipped with metal flush bolts, having a minimum
embedment of five-eighths (5/8) inch into the head and threshold of the door frame.
D Hinges
Use hinges for out-swinging doors with non-removable hinge pins or mechanical
interlock to preclude removal of the door from the exterior by removing the hinge pins.
D Garage Doors
Install two receiving points on doors that exceed sixteen feet in width; or, if the
door does not exceed nineteen feet, use a single bolt if placed in the center of the door,
with the locking point located either at the floor or door frame header. Or, use a torsion
spring counter balance type hardware.
D Windows
Equip all movable windows with security hardware to prevent them from being
lifted from the frame.

MEMORANDUM

PRE 97-72: RANCHO CARRILLO VILLAGE "A" (A Portion of APN 221-012-13)
PRELIMINARY REVIEW
Engineering Department staff have completed a preliminary review of the above-referenced
project. Prior to formal application submittal the following items must be adequately
resolved/addressed:
1. Please show a widened street section and cul-de-sac design at the terminus of "A-C"
Street. This design should be in accordance with the Village "B" requirements as
provided previously by City staff (i.e., two 12-foot travel lanes in both directions,
raised median, etc.).
2. If secondary access is provided in the northeast section of the project, it must be at
a 36' minimum width; or, the project entrance must be widened in accordance with
Item No. 7 below.
3. Please indicate all existing and proposed utilities (i.e. storm drain, water, sewer, etc.)
for on-site and off-site. Indicate gravity flow sewer facilities with inlet elevations.
Indicate proposed on-site surface runoff drainage patterns.
4. Please show typical street cross sections. Indicate the proposed streets as public or
private. Indicate the proposed improvements on the typical sections.
5. Please indicate the amount of project specific grading (irrespective of the Rancho
Carrillo mass grading) proposed in cubic yards of cut/fill and import/export.
6. Please show typical 24' ("P" vehicle) turning radii for the proposed driveways,
courtyards, and all garages (typical).
7. To meet the City's cul-de-sac standards, the project entrance must have a minimum
street section of 24' ingress, 24' egress, 8' raised median; or, a 36' minimum width
secondary access must be provided, in accordance with Item No. 2 above.
Depending on the design ultimately used at the project's entrance, be sure that the
appropriate travel lanes line up through the intersection.
8. Please show clear 330' corner sight distance sight lines, in accordance with
CalTrans criteria, for both directions at the Project's entrance. Show clear 150'
stopping sight distance sight lines at the project driveway/internal circulation loop
road intersection. Indicate the sight lines on the site plan and landscape plan.
9. A recent Preliminary Title Report (PR) (issued within 6 months of formal application
submittal) will be required for the proposed project.

10. Are gates going to be proposed for this project? If so, turning areas must be
provided before the gate so that a standard "P" vehicle can turn around on-site
without backing into, or, utilizing the public street. Additionally, 20' of queuing must
be provided for each 1000 Average Daily Traffic (ADT) generated.
11. All easements and encumbrances as identified in Schedule "B" of the PR must be
indicated on the site plan. The future disposition of any easements and
encumbrances must also be identified.
12. The complete property boundary must be shown on the site plan, which must
include all bearings and distances.
13. Indicate the project's proposed ADT on the site plan.
14. This preliminary review does not constitute a complete review of the proposed
project, additional items of concern may be identified upon formal project application
submittal.
15. A red-lined check print is enclosed for the applicants use in making the requested
revisions. This check print must be returned with the formal application
submittal to facilitate continued staff review.
