Description/Explanation: The proposed de Jong Property project is a residential subdivision on a 33.4 acre parcel, located in Growth Management Zone 20. The project includes a Tentative Map for 29 detached, single family lots (minimum 7,500 square feet) and 2 open space lots with related Hillside Development and Coastal Development Permit applications. The project preserves dual criteria slopes and sensitive habitat area and sets such areas aside in a proposed open space lot. A Zone Change and associated Local Coastal Program Amendment is requested to change the existing zoning from Limited Control (L-C) to Single Family Residential (R-1-7500), consistent with the underlying general plan designation of RLM and certified LCP. These time limits can only be extended by the mutual concurrence of the applicant and the City. By accepting applications for Tentative Maps concurrently with applications for other approvals which are prerequisites to the map; i.e., Environmental Assessment, Environmental Impact Report, Condominium Plan, Planned Unit Development, etc., the fifty (50) day time limits and the thirty (30) day time limits are often exceeded. If you wish to have your application processed concurrently, this agreement must be signed by the applicant or his agent. If you choose not to sign the statement, the City will not accept your application for the Tentative Map until all prior necessary entitlements have been processed and approved. Based upon modeling performed using the Caltrans Sound 32 Traffic Noise Prediction Model, no ground floor receptors were found to be exposed to future traffic noise in excess of the prescribed 60 dBA CNEL level set by the City. Future traffic volumes were based upon SANDAG Series 8 (year 2015) projections for all roadways adjacent to the parcel. As a result of this finding, no ground-level exterior mitigation is required (e.g., noise walls). Second floor noise level for Lots # 1, 2, 3, and 8 were found to be in excess of the prescribed 60 dBA CNEL level and would require an interior noise analysis in accordance with CCR Title 24 to limit interior noise levels to 45 dBA CNEL. No lots within the property boundaries were found to be within the 60+ dBA CNEL aircraft noise contours for the Palomar-McClellan airport.
