Thank you for submitting a preliminary review for a balcony extension project proposed at 7475
Neptune Drive. The project lot is approximately 7,500 square feet in area and is developed with
a duplex, half of which includes a 2,827 square foot two-story attached home that would feature
the balcony extension. The proposed project consists of the extension of the existing second
floor balcony by 96 square feet from 82 square feet to 178 square feet. . —.
In response to your application, the Planning Department has prepared this comment letter.
Please note that the purpose of a preliminary review is to provide you with direction and
comments on the overall concept of your project. This preliminary review does not represent
an in-depth analysis of your project. It is intended to give you feedback on critical issues
based upon the information provided in your submittal. This review is based upon the
plans, policies, and standards in effect as of the date of this review. Please be aware that
at the time of a formal application submittal. new plans, policies, and standards may be
in effect and additional issues of concern may be raised through a more specific and
detailed review.
Planning:
General
1. General Plan and zoning designations for the property are as follows:
a. General Plan: RM, 4 - 8.0 units/ac. Growth Management Control Point of 6.0
units/ac.
b. Zoning: P-C
c. Master Plan 175 (Poinsettia Shores Master Plan)
2. The project requires the following permits:
a. Building permit
3. The property is on a duplex lot in Planning Area "C" of the Poinsettia Shores Master
Plan. Planning Area C includes 28 duplex lots with 56 airspace condominium units, 11
open space lots and 1 private street lot. Although the proposed project appears to
comply with City development standards of the Poinsettia Shores Master Plan, including
lot coverage and setback requirements, staff cannot support the project because it does
not comply with the Balcony/Deck Design Guidelines approved for Planning Area "C" of

Poinsettia Commons. The Guidelines are shown on Exhibit "J" of CT 98-06 and prohibit
the location of balconies and decks outside of the identified coverage areas. The area of
the lot where the project proposes to locate the balcony addition is approved for trellises
and patio covers but not for balconies or decks.
Engineering:
Please be advised that all construction permits require the submittal of the City's Storm Water
Standards Questionnaire.

In summary, the project appears to comply with City development standards, but does not
comply with the standards approved for Planning Area C of Poinsettia Commons. Therefore, it
cannot be supported by staff.
