However, for this to occur, you must submit the additional items listed below. If the required items are not received by November 10, 1998, your project will be rescheduled for a later hearing. In the event the scheduled hearing date is the last available date for the City to comply with the Permit Streamlining Act, and the required items listed below have not been submitted, the project will be scheduled for denial. 1. Please submit the following plans: A) 10 copies of your (tentative map, site plan, landscape plans, building elevation plans, floor plans) on 24" x 36" sheets of paper, stapled in complete sets folded into 8%' x 11" size. NOTE: ALL PLANS MUST BE CONSISTENT. Please ensure that the tentative map and site plan are identical, i.e., the site plan and tentative map must be identical with respect to areas shown for parking, recreation areas, building footprints, driveway widths, etc. All information requested on the attached red lined check prints must be incorporated into the plans prior to submittal. (1) All parking spaces must be dimensioned on the tentative map and site plan. The standard spaces can provide an overhang up to 2.5', however, the compact spaces must be 8' X 15' with no overhang as currently provided on the tentative map. Please add the "Guest Parking" to the Project Data summary as shown. (2) The passive recreation at the front of the site is not 626 square feet in area. I calculate that there is approximately 11' X 44' = 484 square feet of useable area. Please include this summary under Project Data on the site plan as I have indicated on the attached plan. B) One SVz" x 11" copy of your reduced (corrected) tentative map, site plan, building elevation and floor plans. These copies must be of a quality which is photographically reproducible. Only essential data should be included on plans. 2. As required by Section 65091 of the California Government Code, please submit the following information needed for noticing and sign the enclosed form: A) 600' Owners List - a typewritten list of names and addresses of all property owners within a 600 foot radius of the subject property, including the applicant and/or owner. The list shall include the San Diego County Assessor's parcel number from the latest equalized Mailing Labels - two (2) separate sets of mailing labels of the property owners within a 600 foot radius of the subject property. The list must be typed in all CAPITAL LETTERS, left justified, void of any punctuation. For any address other than a single family residence, an apartment or suite number must be included but the Apartment, Suite and/or Building Number must NOT appear in the street address line. DO NOT type assessor's parcel number on labels. DO NOT provide addressed envelopes - PROVIDE LABELS ONLY. Acceptable fonts are: Arial 11 pt, Arial Rounded MT Bold 9 pt, Courier 14 pt, Courier New 11 pt, and MS Line Draw 11 pt. Revised Site Plan Enclosed are 2 copies of the site plan revisions that you requested in the City letter dated 8/31/98. The private drives and driveways (curb cuts) are now shown at 30 feet and the common area square footages have been noted. Also enclosed is a copy of the previous site plan. We would like you to reconsider ' the use of 24 foot driveways (curb cuts). We feel 24 feet is more than adequate and it also will allow additional landscaping and will allow an improved transition into the property as Romeria Street has quite a bit of slope to it. As I understand it, the Engineering Department does not have an objection to the 24 foot driveway. Also we would prefer a 24 foot drive width at the rear guest parking area. This would allow addition landscaping between the parking and the building. We would like to meet and discuss these requests. Please contact me at with any comments you might have. The project must adhere to the Planned Development Ordinance standard for private driveway widths which is 30'. 2. Please indicate the square footage of common passive recreation space provided in the two outdoor areas likely to be commonly used. The square footage of these areas must be equal to 1,100 square feet. 3. I have forwarded plans to the City's Landscape Consultant for review and will forward any comments to you to incorporate into the final set of plans. 4. Staff will now perform environmental review for the project which requires a 21 day public review period. During this time, project conditions must be prepared by the relevant departments and received by the Planning Department prior to scheduling this project for hearing. I have informed the applicant that the Housing Commission/City Council must approve the proposal prior to the application for a tentative map and condo permit being deemed complete. If the Housing Commission and Council decide against the credit purchase, then the applicant must submit a site development plan in which she proposes to satisfy the affordable requirement onsite or proposes an offsite combined project to enable staff to determine the Meadowview Townhome project (CT 98-08/CP 98-06) complete. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, May 12, 1998, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. Submit a complete project description identifying the proposed subdivision as an airspace condominium project and specify how the inclusionary housing requirement is to be satisfied. 2. ,tf Submit a site development plan identifying how you will satisfy the project's \), inclusionary hdusing requirement (1.94 units) onsite. The site development plan ust idenjtrfy the provision of 1 unit onsite (this would require the payment of . units) orz units onsite. As an alternative, you may propose to purchase credits in an ^existing off-site combined inclusionary project such as the Villa Loma project ich would be subject to City Council approval. 4. 5. 6. 7. Show parking stall dimensions on the tentative map. Landscape Plans: In accordance with the Landscape Manual, show landscape zones, an estimate of the yearly amount of irrigation water required to maintain each zone, landscape maintenance responsibility, percent of site used for landscaping, and include a water conservation plan. Please provide an exhibit showing the proposed fencing above the proposed retaining walls. The fencing shall consist of an open iron railing (safety railing) above retaining walls exceeding 30" in height (see the attached fencing policy). The combination of wall and fence may not exceed 6' in height except for safety railings. Please provide letter from the Leucadia County Water District indicating availability of sewer capacity. Please provide a letter from the applicable school districts indicating the availability of school facilities. ISSUES OF CONCERN Planning: 1. The proposed retaining wall along the property line to support patios with no landscaping is poor design. Please submit plans showing 50% of each patio area with landscaping including shrubs and trees. 2. The entire planter area on both sides of the 8' wall that separates the guest parking should be planted with shrubs and vines to screen the wall. A 3' iron safety railing will be required at the top of the wall (please include the design of the iron railing with the fencing plans) CT 98-08/CP 98-08 - METOOWVIEW TOWNHOMES June 16, 1998 Paqe 3 3. The proposed design is acceptable to staff except that the guest parking should be better dispersed. Please move the southerly three guest spaces to the rear of the site in the area proposed for passive recreation area and develop the front as a 375 square foot passive area containing benches, trees and planters. The parking spaces that are moved to the rear should be screened and separated from the entry walks by a landscape hedge or open rail iron fence and shrubs/vines. 4. Please incorporate pedestrian access consisting of a separate walkway and stairs from Buildings B and C (entries) around the rear of the project to the common active recreation area. Engineering: 1. Please show distance to nearest/adjacent driveways (on both sides of the street). 2. The proposed cross sections should include first and basement identification to clarify the retaining wall design. All proposed fences and guard rails should also be shown. Section B-B looks different at the west extension through building 7, please clarify. 3. The proposed retaining walls should have height as well as top of wall and bottom of wall, (top of footing) elevations. The beginning and end of wall should also be noted. On the check print, I have marked areas that could use more information. From the soils report, a drain or waterproofing system should also be identified on the wall cross section. 4. The proposed sewer and water service appears to run parallel to existing services. (DWG 169-4 Sht. #7). Try to use existing facilities whenever possible. Check with CMWD for additional information. Water meters should be clear of driveways whenever possible. It appears that you have proposed sewer clean-outs in the entrance locations for units. 5. The proposed storm drain outlets along Romeria Street should be combined to reduce cuts and maintenance issues. Ideally a single D-25 outlet as shown on the north side of this project is sufficient. Provide a preliminary hydrology report to support the design. 6. The soils report has 2 pages copied sideways and the recommendations are cut off. Please re-submit pages 6, 7 & 8 (two pages after p.6). Note the plan submitted to the soils engineer looks different than the one submitted to us. (Actually, the layout looks a little better). 7. Please have the owner sign the Tentative Map/Site Plan and if you find more, correct the typo's noted. The school letter for the Meadow/view Townhomes from Encinitas School District indicates that they do not have capacity for more students. I took the issue to Dee who talked to Gary. He indicated that they have to accommodate new development and that we should process as we normally do. I asked Dee about the finding that basically says we have received confirmation from the School District that they can accommodate the development. I suggested that we possibly revise the condition so that it eliminates that wording. She said she would talk to Gary, however, the direction was to process as usual.
