Ferdig Pacific Scene Financial, LLC 2505 Congress Street, Suite 2205 San Diego, CA 92110 SUBJECT: CT 98-1 2 - MAGNOLIA GARDENS Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your tentative tract map, application no. CT 98-12, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, August 25, 1998, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. A site development plan application and the associated fee are required pursuant to Section 21.53.120 of the Zoning Ordinance to demonstrate compliance with the affordable housing requirements of the City of Carlsbad. Section 21.85.090 of the Zoning Ordinance requires that 15 percent of units shall be affordable to lower income households. 2. The application fee for the environmental impact assessment is required to be submitted prior to the application being deemed complete. 3. Include on the tentative map the distance between the proposed cul-de-sac street and Valley Street. 4. Show how future access will be provided to the property to the north via the proposed street. 5. Please label the existing 10 foot contour intervals on the western area of the site. 6. Provide a preliminary landscape plan for proposed slopes and street trees as required by Section IV.E.3-1.2.1 of the Landscape Manual of the City Of Carlsbad. 7. Complete the Disclosure Statement by providing the required information for Pacific Scene Financial, LLC. ISSUES OF CONCERN Planning: 1. Please add the project application numbers to the plans. 2. Access for the property to the north must be provided from the proposed cul-de-sac. Possible options for providing access may be to extend the cul-de-sac bulb further to the north or to reverse the location of the panhandle for proposed lots 9, 10, and 11 thereby setting up the potential for a private driveway. 3. The project must satisfy the city's inclusionary housing requirements. No project can be recommended for approval unless it satisfies these requirements. You may want to refer to CT 97-23, CT 97-24, and CT 96-08 to see projects of a similar size in this general area and how they satisfied the inclusionary housing requirement. 4. Clarify whether the strip of land west of the proposed Street "A" just north of Magnolia Avenue is proposed to be part of Lot 1. 5. Please revise the plan so that the panhandle length for Lot 11 does not exceed the 200 foot maximum. 6. Several setbacks plotted on the tentative map exceed the required maximum and should be revised as noted on the enclosed redlined checkprint. 7. Revisions to the notes on sheet 1 of the tentative map must be revised as noted on the enclosed redlined checkprint. 8. Minor revisions noted on the enclosed redlined checkprint of the Constraints Map must be made prior to submitting revised plans for the project. 9. Please return the enclosed redlined checkprint with your revised plans to assist city staff in processing your project. Engineering: Traffic and Circulation: 1. Street A and Valley Street will be required to be dedicated and constructed to engineering standards to include paving, curbs and gutters, sidewalks and street lights. 2. Due to the need to provide public access to the lot adjacent to the northerly boundary of the proposed subdivision, Street A must be extended northerly. The configuration of the cul-de-sac bulb can be modified to reduce the impact of lots 8 and 9 3. Provide handicap ramps at the curb returns at the intersection of Street A and Magnolia Avenue. Sewer and Water: 1. Both sewer and water facilities will be required to be extended to service future development of the parcel along the northern boundary of the proposed subdivision. Drainage: Based on the proposed grading and topography of the parcel along the northern boundary of the subdivision, an inlet will be required to drain that parcel. The inlet at the intersection of Street A and Magnolia Avenue will need to be relocated. Miscellaneous: 1. Attached is a red-lined check print of the proposed project for the applicants use in making the requested revisions. This check print must be returned with the project revisions to facilitate continued staff review.
