Among other areas of specialty, RBF Consulting provides transportation planning and engineering services to public and private clients throughout the State of California, Arizona and Nevada. A statement of our firm's qualifications is attached. Qualified planning professionals can and often do reach different, yet equally justified, conclusions with regard to the anticipated traffic impacts from a development project and the preferred means to mitigate those effects. I am pleased to report that, in this instance, we concur with the general assumptions, methodology, recommendations and conclusions of the Linscott Study. We understand that a member of the public has questioned the classification of Daisy Avenue as a Residential Collector (4,500 ADT capacity). Residential Collector is an appropriate classification for Daisy Avenue based upon its 40 foot width and the functioning of the roadway in relation to its collection of traffic from Primrose Way, Ivy Street, Wisteria Way, and other streets in the vicinity. Daisy Avenue will continue to operate at an acceptable level of service following project implementation. Similarly, we concur that Alyssum Road will operate at an acceptable level of service assuming its connection to the project site. Thank you for the opportunity to comment upon the Linscott Study.
