This letter is a follow-up to our comments on the Negative Declaration |(ND) of
April 4, 2001 for the proposed Standard Pacific Development jProject-
Thompson/Tabata Site. Please provide this letter to City staff members and staff
reports for the Planning Commission. i
Our previous comments covered several topics but the main focus was regarding
the proposed project circulation. The project will generate an estimated 2,S62 daily
trips and based on it's current layout, proposes three points of access; These
include Street "A" to Poinsettia Lane, Rose Drive to Daisy Avenue and Alyssum to
Snapdragon Drive. It also proposes eliminating an existing connection to
Poinsettia Lane. The traffic study shows that Daisy Avenue traffic will increase by
760 trips per day, bringing me total daily traffic to 2,800 trips per day. Because of
this we have worked with City staff and Standard Pacific to develop alternjatives to
either avoid mis impact altogether or at least minimize the effect of the project on
the existing Spinnaker Hill community. J
We are requesting mat one of these alternatives be selected and have Standard
Pacific revise the Tentative Map for the project to minimize the traffic impact The
alternatives are described below and included as an attachment. I

(1) As currently configured, a right in/right out on Poinsettia Lane could lj>e added
to the development (keep existing connection to Poinsertia in place). It could be
placed between Snapdragon Drive and the proposed connection of Street "A". An
emergency access type gate could be placed at the proposed connection to Daisy
Avenue, similar to the existing gate at the southerly end of Daisy Avenu£ or the
street configuration be modified to encourage traffic to go towards the new Rose
Drive to Poinsettia Lane. i
(2) Redesign the development to create a loop system with two full points of access
to Poinsettia Lane. This system could place two signals on existing Poinsettia Lane
about 600 feet apart. These signals would both be three-way signals and provide full
access to the development Although, this configuration would require a variance to
the signal spacing policy of the City of Carlsbad, in this particular case the signals
could be interconnected and perform as one signal. This is similar to die traffic
signals currently in place on La Costa Avenue east of 1-5. ;

The traffic report notes that speeding has been observed on Daisy Avenue, It also
states the City should prepare a "Traffic Calming Report" to address this issue.
Calming devices such as stop signs, mini-roundabouts and raised pinch points along
Daisy Avenue are suggested. The proposed project will compound this situation.
Standard Pacific has shown willingness to make modifications that result in lower
traffic increases to Daisy Avenue. We are strongly in favor of such modifications
before the project proceeds. I
