HomeMy WebLinkAboutCT 98-14; Thompson/Tabata; Tentative Map (CT) (130)January 29, 2002 Mayor Bud Lewis City of Carlsbad 1200 Carlsbad Village Drive Carlsbad, CA 92008 RE: Standard Pacific Development Project-Thompson/Tabada Site Dear Mayor Lewis: We of the Spinnaker Hill community have been trying to keep the existing Daisy Avenue (one of our two primary egresses) from becoming a de facto collector street for 18 months. This may well happen with the traffic proposed to be funneled onto it from nearly 300 new units that the developer is trying to place on Daisy through Rose. We have provided ovaer 200 signed petitions, written letters and spoken to the Planning Commission on this project. While we obviously prefer that Rose remain closed, we have cooperated by suggesting alternatives drawn up by a Spinnaker Hill resident and transportation professional, Joseph H. Hull, Registered Civil Engineer CA #45807. Of those alternatives, only one — changing the direction of the "C" Street cul-de-sac is being recommended by the Planning Commission, which performed its review mission admirably in reviewing the project. However, we are far from satisfied. We want the City Council to additionally mandate the raised median portion described in Mr. Hull's alternative. This overriding of the Planning Commission's recommendations, in combination with the "C" cul-de-sac reversal, would reduce the additional traffic load generated by the new project using Daisy Avenue by about half and provide a more balanced street system. You will note that we have not protested the relocation of the affordable housing units from the more upscale Mariner's Point. We understand it has to go somewhere. And you will note that we have not gone raging to the media about this project. But we really have a problem with the advancement of DEVELOPER PROPERTY RIGHTS VS RESIDENT PROPERTY RIGHTS in this instance. We implore you to give us the raised median. o Page 2 We feel very much like the residents of Ridgecrest in your own neighborhood, Mr. Mayor, who appreciated the work of the Planning Commission, but wanted an override to further protect their property values.
