Subject: Standard Pacific - Thompson Phase I, Advance Grading Permit
Request -
Prior to Final Map Approval
Dear Mr. Pruim:
Tentative map, CT 98-14, for the Thompson project was approved by the
Planning Commission on December 5, 2001, and was subsequently approved by the City
Council on February 5, 2002. The map was prepared so that grading could occur in 3
phases.
Pursuant to Engineering Department Policy No. 16, Standard Pacific is
requesting that an advanced grading permit be granted for grading activities related to
phase I of CT 98-14 pursuant to Drawing No. 4019. All items cited in paragraph 2 of
Policy 16 have been completed and are on file with the City of Carlsbad. The policy
states that developers may request approval to grade prior to final map approval for one
or more of the reasons listed under Item 3. The subject project qualifies pursuant to
Item 3.a and 3.d for the following reasons:
Significant public benefit will accrue with the granting of an advanced grading
permit for the project. This approval would allow Standard Pacific to proceed with the
construction of Alyssum Road as shown on their respective improvement plans. The
construction of this roadway at this time will eliminate the necessity of disrupting
neighboring property owners during the summer season when traffic, noise and dust
impacts would be most evident.
Additionally, if the phase I grading is not started concurrent with the model
construction grading could be delayed for several months due to winter season grading
restrictions that go into effect October 15, 2003. This delay would result in extreme
economic hardship pursuant to section 3.b. of Policy 16.
All project conditions of approval as contained in Resolution No. 5073 that are
required to be satisfied prior to the phase I final map approval have been completed for
the project. The necessary bonds and agreements for the proposed improvements have
been posted and all applicable fees will be paid. The Coastal Development Permit
Amendment to allow winter grading is scheduled for approval by the Council at its

meeting of January 21, 2003. The request was recommended for approval at the
Planning Commission's meeting of December 18, 2002.
