Subject: PC 02-31/02-32: ThompsonATabata Lots 1-4/9-12
Dear Mr. Grim:
We are in receipt of the Planning Department building plan check review checklist for
PC 02-31, Thompson/Tabata model home lots 1-4 (Pleasant Bay) and PC 02-32,
Thompson/Tabata model home lots 9-12 (Chesapeake Bay). The list below addresses all
outstanding items requiring applicant action:
• Discretionary Action (compliance with Resolution No. 5073) The model phase grading
and improvement plans and landscape (phase 1) plans were approved on February 21,
2003.
In our meeting on February 4, 2003, the remaining outstanding conditions/ discretionary
approvals were identified as follows:
o Agricultural Soil Contamination Submittal to DEH: The phase 1 environmental
assessment was submitted to the County of San Diego Department of
Environmental Health. A copy of the transmittal to the County was submitted to
the City on March 14, 2003.
o CC&Rs: The applicant has revised the documents pursuant to Staff comments.
The CC&Rs are currently under review by the Engineering Department.
• Affordable Housing Agreement: The City's Housing and Redevelopment Department
have finalized the agreement and the applicant is prepared to execute.
• Site Plan/ Zoning: The substantial conforming site development plan was approved on
April 9, 2003. Prints of the plan are included in this submittal package.
• Demolition Bonds: We have confirmed with Staff that the City of Carlsbad has not
adopted a procedure for the posting of demolition bonds; consequently, they are not
required.
• Grading and Improvement Plans for Model Phase: The model grading and improvement
plans were signed by the Director of Planning and the City Engineer on Friday, February
21,2003.
