EDR Report, with GeoCheck PHASE I ENVIRONMENTAL SITE ASSESSMENT UPDATE INCLUDING METHANE AND FIXED GASES SURVEY 1. INTRODUCTION This report has been prepared by Geocon Consultants, Inc. (Geocon) in accordance with the request of Ms. Kathy Baker on behalf of Standard Pacific Homes (the Client). It presents the results of a Phase I Environmental Site Assessment (ESA) Update, including a methane and fixed gases survey, of the subject site. 1.1 Purpose The purpose of the ESA Update including methane and fixed gases survey is to estimate the potential for existing impacts to the site (i.e., levels of hazardous materials/wastes or the existence of hazardous conditions likely to warrant mitigation action pursuant to current regulatory guidelines) from the presence of hazardous materials/wastes on the site, adjacent properties, or properties in the site's vicinity. The guidelines used for the definition of hazardous materials/hazardous wastes are referenced in the California Code of Regulations (CCR), Title 22, Division 4.5. 1.2 Scope of Services Geocon's Proposal No. EP-2000-151 dated November 29, 2000, is included herein as Appendix A and outlines the scope of services proposed for the ESA Update. Geocon performed the services outlined in the referenced proposal with the following exceptions: • Regulatory agency files were not reviewed because establishments referenced in the agencies' information sources (i.e., off-site sources only) were not considered likely to have an adverse impact on the site. This conclusion was based both on the information referenced and/or the establishment's distance from the site; • County of San Diego Air Pollution Control District (APCD) records regarding notices of violation and air emission permits for the site were not reviewed because agency personnel indicated that an exact address was needed to conduct the search and/or that records were not available for residential areas; • EDR Sanborn, Inc. Fire Insurance Maps were not reviewed because EDR Sanborn, Inc. certified that no EDR Sanborn, Inc. Fire Insurance Maps are available for the site; and • Title information was not reviewed because the Client did not provide such information. 1.3 Site Location Fifteen acres of the 83-acre property are located north of Poinsettia Lane. The remainder of the site is located south of Poinsettia Lane, between Snapdragon Drive, Foxglove View, and Aviara Parkway in Project No. 08802-06-03 -1 - February 6, 2001 Carlsbad, California. The site is bounded by residential properties to the north, south, and west, and by residential properties and an undeveloped canyon to the east. The approximate location of the site is depicted on the Vicinity Map presented as Figure 1. A reproduction of a portion of the USGS topographic map from the Encinitas, California quadrangle, dated 1968 (photorevised 1975) and depicting the site, is presented as Figure 2. A Site Plan is included as Figure 3. 2. SITE RECONNAISSANCE A representative of Geocon conducted a reconnaissance of the site and performed observations of adjacent properties on January 22, 2001. The purpose of the site reconnaissance was to observe existing site and off-site conditions and to identify indicators of the potential presence of hazardous materials/wastes. The scope of work did not include moving on-site debris, vehicles, or other objects to allow for observation of the underlying ground surface. Observations noted during the site reconnaissance are summarized below. 2.1 On-Site Reconnaissance The approximately 15 acres located north of Poinsettia Lane (northern site) consists of two former agricultural fields, an abandoned building, and a private residence. Both former agricultural fields are partially overgrown with native grasses. A concrete drainage swale exists along the western boundary of the southernmost field. An abandoned irrigation system exists along the boundary of the northernmost field. An abandoned building, including a large concrete slab loading dock, was observed in the northeastern corner of the site. An empty storage cabinet and two empty 5-gallon buckets were observed inside the abandoned building. Ponded water was observed in the loading dock area. An undeveloped canyon was observed in the southeastern corner of the site. The remaining ~63-acres of the site are located south of Poinsettia Lane (southern site). This portion of the site consists of former agricultural fields, demolished greenhouses, a plastic lined pond, a heavy equipment storage area, a pesticide storage shed, a warehouse, a mobile home, and a private residence. Approximately one-half of this southern portion of the site consists of former agricultural fields. The fields, located in the northern half of this portion of the site, are partially covered with native grasses. Abandoned irrigation pipes were observed between the fields. Several piles containing assorted agricultural and domestic debris were observed throughout this portion of the site. Several terraced pads, formerly containing greenhouses, were observed in the southern half of this portion of the site. Demolition debris including concrete, metal, plastic and steel piping, and electrical wiring was observed throughout the remaining portion. Project No. 08802-06-03 -2- February 6, 2001 A plastic lined pond and associated pumping equipment was observed in the southwestern corner of this portion of the site. The pond is partially filled with a dark green cloudy liquid. The pumping system appears to be disassembled and abandoned. A concrete drainage swale was observed to the west of the pond. A heavy equipment storage area was observed in the central portion of the same area. Equipment including an excavator, a backhoe, a tanker trailer, two-sheeps foot, a fluid supply truck, a trailer, a boiler, and a water tank was observed. No stained was observed underneath or around any of the equipment. A former pesticide storage shed was observed in the southwestern portion of the area. The shed was not accessible at the time of the site reconnaissance due to locked doors. The Thompson Rose Company warehouse and sales office was observed in the central portion of this area. The warehouse appears to be abandoned but was not made accessible due to locked doors. In the vicinity of the warehouse, an underground-type gasoline storage tank was observed on a pallet board and appears to be empty. Nearby, an empty fifty-five-gallon drum was observed. No staining was observed underneath or around the tank or drum. 2.2 Off-Site Observations A representative of Geocon observed the adjacent properties from the site and from public thoroughfares to assess if facilities and/or structures located on these properties are operated by entities that potentially use, store, generate, or dispose of hazardous materials/wastes. As indicated above, the site is bounded by residential properties and an undeveloped canyon. Observed uses or conditions of adjacent properties did not readily suggest the presence or potential source of adverse environmental impacts to the site. 2.3 Methane and Fixed Gases Survey A representative of Geocon observed the collection of twenty air/gas samples from the subsurface at the site on October 31, 2000. Figure 3 presents the locations of the samples taken. A manual sampling device was used to advance the steel sampling probes beneath the surface to an intended depth of approximately 5 feet beneath the ground surface (BGS) for collection of the air/gas sample. Sample SV17 was collected at a depth of approximately 2 feet BGS; sample SV15 was collected at a depth of approximately 2.5 feet BGS; sample SV16 was collected at a depth of approximately 3 feet BGS; the remaining samples were collected at the target depth of approximately 5 feet BGS. Project No. 08802-06-03 -3- February 6, 2001 The air/gas samples were collected using plastic sampling syringes connected to Nylaflow™ tubing installed within the steel sampling probes. Prior to sample collection, discrete volumes of air were purged from the sampling probe to remove the ambient air within the system. A 20-cubic-centimeter sample was then collected within the sampling syringe and analyzed by an on-site mobile laboratory for methane following United States Environmental Protection Agency (EPA) Test Method 8015 and for fixed gases (oxygen and carbon dioxide) by American Society for Testing and Materials (ASTM) Test Method 2887. Quality assurance/quality control procedures were implemented during the sampling activities. These included using a separate, laboratory pre-cleaned sampling syringe for each sample collection, recording the sample on a chain-of-custody form upon sample collection, and transferring the sample to the mobile laboratory. Methane gas was detected in 6 of the 20 samples collected at concentrations ranging from 11 to 170 parts per million, volume (ppmv). Carbon dioxide (CO2) was detected in 8 of the samples collected at concentrations ranging from 0.4 to 7.2 percent volume. Oxygen concentrations ranged from 6.9 to 20.9 percent volume. The laboratory results are summarized in Table I below. The laboratory report and chain of custody documentation are presented in Appendix B. The observation that methane concentrations were detected above atmospheric levels suggests methane is likely being produced in the subsurface. The methane concentrations detected are less than 5,000 ppm, 10% of the 50,000 ppmv (5%), the lower explosive limit for methane. 3. GEOLOGIC AND GROUNDWATER CONDITIONS 3.1 Geologic Conditions A representative of Geocon reviewed the report entitled Geologic Reconnaissance, Poinsettia Agricultural Property, Carlsbad, California, prepared by Geocon Incorporated and dated January 16, Project No. 08802-06-03 -5-Februarv6, 2001 1998 for geologic information pertaining the site. The report indicates that the site is underlain by Quaternary aged compacted fill, undocumented fill, and terrace deposits; and Tertiary-aged Santiago Formation. 3.2 Regional Groundwater Quality and Occurrence Information sources prepared by the State Water Resources Control Board (SWRCB) and the Regional Water Quality Control Board (RWQCB) were reviewed for information pertaining to groundwater quality and occurrence in the vicinity of the site. The information sources indicate that the site is located in the Los Monos Hydrologic Subarea of the Agua Hedionda Hydrologic Area within the Carlsbad Hydrologic Unit. The SWRCB San Diego Basin Plan indicates that groundwater of the Carlsbad Hydrologic Unit has been documented to exhibit Total Dissolved Solid (TDS) concentrations ranging from 500 to 5,000 milligrams per liter (mg/1) with a sodium chloride chemical character. Groundwater of the Unit reportedly exhibits "suitable to inferior" quality for domestic purposes. The RWQCB San Diego Basin Plan indicates that groundwater occurring within the Los Monos Hydrologic Subarea has "potential beneficial uses" for municipal, agricultural, and industrial supply purposes. 4. SITE HISTORY 4.1 Review of Previous Reports The report entitled Phase I Environmental Site Assessment, The Poinsettia Agricultural Property, Carlsbad, California, prepared by Geocon and dated January 29, 1998 was reviewed to support this Update. This report concluded "the potential for the existing presence of impacts to the site from hazardous materials/wastes on-site or on properties in the vicinity to be considered low." Remarkable changes were noted in the site reconnaissance portion of this assessment. Miscellaneous items associated with the Thompson Rose Company and the agricultural operations were observed during the reconnaissance of the previous report. Most of the miscellaneous items associated with these operations are no longer apparent. No remarkable changes were noted in the remaining portions of this assessment. Portions of this report, including the DEH file review and the contacts of public agencies, are summarized below. • In the DEH review, it was discovered that a 10,000-gallon underground storage tank formerly containing diesel fuel was removed from the site on July 19, 1990. The report stated "based on post-removal confirmation sampling an laboratory analyses, that off-site migration or groundwater Project No. 08802-06-03 -6- February 6, 2001 contamination had not occurred, and recommended closure." A "no further action letter" from the DEH was dated May 11, 1993. The City of Carlsbad Municipal Water District was contacted to obtain information regarding the reported source of potable water to the site, method of sewage disposal, the location and depth of wells for the area, and reported local drinking water problems. It was reported that water for the area is imported form the State Water Project and the Colorado River, sewage is treated at the Encina Wastewater Treatment Facility, no drinking water wells are recorded in the area, and no drinking water problems have been reported. The City of Carlsbad Building Department records were reviewed for the site. No remarkable information was identified. The scope of services for this previously mentioned ESA included soil sampling and analyses to evaluate the potential presence of organochlorine pesticides and chlorinated herbicides in surficial soil on-site. The report concluded "based on a comparison of organochlorine pesticide concentrations detected in the soil samples collected with the Region 9 Preliminary Remediation Goals (PRGs), 1996 and soil screening levels (SSLs) established by the Environmental Protection Agency, a significant threat to public health or underlying groundwater does not likely exist at the site." An addendum, dated February 6, 1998, prepared by Geocon, addressed information received from the County of San Diego Department of Agriculture Weights and Measures, Pesticide Use Enforcement Division. This information listed permits to use restricted pesticides and herbicides on the site. The addendum stated that "conclusions and recommendations outlined in the referenced report remain applicable." The report entitled Site Assessment and Health Risk Assessment Report, Poinsettia Agricultural Property-Tabata Site, Carlsbad, California, prepared by Geocon and dated August 17, 1998 was also reviewed to support this Update. This report addressed the northeastern portion of the site. Geotechnical trenching and boring activities were observed at the site. Based on this information, " the potential for the areas of the site explored to be impacted by hazardous materials/wastes at levels warranting mitigation action pursuant to current regulatory guidelines is considered very low." Additional conclusions were drawn relating to the agricultural chemical and petroleum hydrocarbon investigation. The report stated "based on a comparison of DDT, DDD, DDE, and Endosulfan concentrations detected in the soil samples collected with the PRGs and SSLs established by the EPA, a significant threat to public health or underlying groundwater does not likely exist at the site." It further stated that "based on the attenuation of Dieldrin concentrations with depth in the soil samples collected and considering the depth to groundwater, the potential for impacts to groundwater beneath the site from Deildrin is considered unlikely." It was recommended that approximately 3 cubic yards of impacted soil reportedly near an existing above-ground storage tank be removed and properly disposed. The human health risk assessment concludes, "according to the State of California, this determination indicates that additional measures in the name of protecting human health from carcinogenic effects are Project No. 08802-06-03 - 7 - February 6, 2001 „ not warranted. However, it is recommended that environmental counsel be contacted to obtain ta additional information pertaining to current disclosure requirements of Proposition 65." „ 4.2 1999 Aerial Photograph pi The 1999 aerial photograph, available from an in-house source, was reviewed during the ESA Update. to The site appears developed with rows of agriculture, some graded land, a residence, and greenhouses. Adjacent properties appear developed with residences to the west, north, south, and a portion of the east. The remainder of the eastern adjacent property is an undeveloped canyon. Properties in the vicinity of the site appear undeveloped, developed as residential areas, and/or graded. In comparison to *« the 1995 aerial photograph review in the previously referenced Phase I ESA, no remarkable changes •» were noted in this aerial photograph. P» •• 4.3 Review of USGS Topographic Map •* A review of the USGS topographic map dated 1968 (photorevised 1975) for the Encinitas, California ** quadrangle was performed to obtain information concerning site topography, previous development of the site, and properties located in the vicinity of the site. The on-site elevations depicted on the map m range from approximately 180 to 300 feet above Mean Sea Level (MSL). Topography of the site and site vicinity is depicted as flat ridge flanked by gently- to moderately-sloping hillsides. In comparison ** to the review in the previously referenced Phase I ESA, no remarkable differences were noted during *l* this USGS topographic map review. pr "* 4.4 Interview — Ms. Kathy Baker A representative of Geocon interviewed Ms. Kathy Baker, of Standard Pacific Homes, for information regarding the history of the site. Ms. Baker indicated that all chemicals had been removed from the pi pesticide storage shed in December 1999. Ms. Baker also indicated that, to her knowledge, no IK additional hazardous materials and/or underground or aboveground storage tanks are present on the site. 5. GOVERNMENTAL AGENCIES — RECORDS REVIEW Geocon retained the services of a data search firm that performed a search of federal and state governmental information sources according to prescribed search distances referenced in ASTM Designation E 1527-97. A reproduction of the report is presented as Appendix C. In addition, Geocon reviewed the California Department of Conservation Division of Oil and Gas (DOG) Wildcat Map to estimate the distance and direction to the nearest oil or gas wells from the site. The information sources were reviewed to obtain information regarding the potential existing presence of hazardous Project No. 08802-06-03 - 8 - February 6. 2001 materials/wastes at the site at levels likely to warrant mitigative action pursuant to current regulatory guidelines. 5.1 Data Search Report Review A report entitled The EDR-Radius Map with GeoCheck, dated October 26, 2000, by Environmental Data Resources, Inc., includes an Executive Summary, an Overview Map, a Detail Map, a Map Findings Summary, Map Findings, an Orphan Summary, a Detailed Orphan Summary, Government Records Searched, and GeoCheck Addendum. The Orphan Summary identifies properties that have incomplete address information and could not be specifically plotted. A total of twenty-seven properties were referenced in the Orphan Summary. All of the properties listed on the Orphan Summary are interpreted to be located more than 1 mile from the site. Based on information provided in the report and considering each property's likely and relative location, orphan properties are not considered likely to have an adverse impact on the site. 5.1.1 Databases Searched to 1 Mile A search of the NPL, CORRACTS, AWP, Cal-Sites, CHMRS, Cortese, Notify 65, Toxic Pits, CA Bond Expenditure Plan, CONSENT, ROD, HMRS, and Coal Gas databases for properties located approximately 1 mile from the site was performed. A description of each database reviewed by EDR is provided in Appendix C. Neither the site, adjacent properties, nor properties in the vicinity were identified in these searched databases. 5.1.2 Databases Searched to 1/2 Mile A search of the CERCLIS, RCRIS-TSD, State Landfill (SWIS), WMUDS/SWAT, LUST, CA SLIC, and HMMD databases for properties located approximately !4 mile from the site was performed. A description of each database reviewed is provided in Appendix C. Neither the site nor adjacent properties were identified in the searched databases. One property was referenced in HMMD as being located between V* and '/2 mile from the site. Additional information regarding the identified property is presented in Appendix C. Properties within !/2 mile of the site were not identified in the remaining searched databases. Project No. 08802-06-03 - 9 - February 6. 2001 5.1.3 Databases Searched to 1/4 Mile A search of the RCRIS Small and Large Quantity Generator, UST, CA FID, and HAZNET databases for properties located approximately % mile from the site was performed. A description of each database reviewed is provided in Appendix C. Neither the site, adjacent properties, nor properties in the vicinity were identified in the searched databases. 5.1.4 Databases Searched for Target Property A search of the Delisted, NPL, CERC-NFRAP, ERNS, FINDS, MLTS, MINES, NPL Liens, PADS, RAATS, TRIS, TSCA, AST, and CA WDS databases for the site (target property) was performed. The site was not identified in these databases. 5.2 California Department of Conservation Division of Oil and Gas A review of the California Department of Conservation Division of Oil and Gas (DOG) Wildcat Map for San Diego County indicated that the oil well located in the closest proximity to the site is the "Holmes" well, situated approximately 1 mile northwest of the site and owned by Charles E. Holmes. According to the map legend, this oil well is "plugged and abandoned-dry hole." In comparison to the DOG Wildcat Map review in the previously referenced Phase I ESA, no remarkable differences were noted in this review. 6. CONTACTS — PUBLIC AGENCIES 6.1 San Diego Gas & Electric Company Transformers were not observed on the site. Past documented discussions with SDG&E representatives regarding SDG&E transformers indicated that SDG&E transformers installed during future development of the site would not likely contain polychlorinated biphenyls (PCBs). SDG&E is responsible for ensuring that its transformers comply with EPA regulations governing PCBs. 7. SUMMARY OF FINDINGS The following is a summary of the findings presented, herein. • The following observations were made during the site reconnaissance. The approximately 15 acres located north of Poinsettia Lane (northern site) consists of two former agricultural fields, an abandoned building, and a private residence. The remaining approximately 63-acres of the site are located south of Poinsettia Lane (southern site). This portion of the site consists of former agricultural fields, demolished greenhouses, a plastic lined pond, a heavy equipment storage area, a pesticide storage shed, a warehouse, a mobile home, and a private residence. Project No. 08802-06-03 - 10 - February 6, 2001 Observed uses or conditions of adjacent properties do not readily suggest the presence or potential source of adverse environmental impacts to the site. The methane concentrations detected are less than 5,000 ppm, 10% of the 50,000 ppm (5%), the lower explosive limit for methane. The site is underlain by Quaternary aged compacted fill, undocumented fill, and terrace deposits; and Tertiary-aged Santiago Formation. Groundwater of the Subarea has "potential beneficial uses" for municipal, agricultural, and industrial supply purposes. Remarkable changes were noted in the reconnaissance portion of the previous Phase I ESA. No remarkable changes were noted in the remaining portions of this assessment. In the 1999 aerial photograph, the site appears developed with rows of agriculture, some graded. land, a residence, and greenhouses. Neither the site nor adjacent properties were identified in the searched databases. 8. CONCLUSIONS Based on the findings outlined in this ESA Update including a methane and fixed gases survey, the potential for the existing presence of environmental impairment to the site from hazardous materials/wastes on-site or on properties in the vicinity remains low. A more quantitative assessment of the risk associated with the plastic-lined pond could only be done by performing sampling and analysis. The contents of the pond and conditions of the lining are unknown. Although the information collected does not specifically warrant the performance of such activities, the Client's own requirements for degrees of confidence relative to risk would determine the need for additional environmental assessment. The observation that methane concentrations were detected above atmospheric levels suggests methane is likely being produced in the subsurface. The methane concentrations detected are less than 5,000 ppm, 10% of the 50,000 ppmv (5%), the lower explosive limit for methane. 9. It is our understanding the subject site is located north and south of Poinsettia Lane and east of Snapdragon Drive in Carlsbad, California. Geocon has previously performed a Phase I ESA for a site which encompassed a portion of the subject site. The findings of the ESA were presented in the report entitled Phase I Environmental Site Assessment, The Poinsettia Agricultural Property, Carlsbad, California, prepared for Standard Pacific of San Diego and dated January 29,1998 (Geocon Project No. 08802-06- 01). It will be the responsibility of the Client to obtain authorization for Geocon's use of the referenced report or other documents prepared for The Poinsettia Agricultural Property addressing the subject site. PURPOSE AND SCOPE OF SERVICES Geocon acknowledges the authorized performance of a site reconnaissance and preliminary research to estimate the potential for existing impacts to the site (i.e., levels of hazardous materials/wastes likely to warrant mitigation action pursuant to current regulatory guidelines) from the presence of hazardous materials/wastes (including methane) on or within the vicinity of the site. The guidelines used for the definition of hazardous materials/wastes are referenced in the California Code of Regulations (CCR), Title 22, Division 4.5. The indicators referenced include, but are not limited to, 55-gallon drums, underground and above- ground storage tanks, chemical containers, waste storage and disposal areas, industrial facilities, discolored surface soil, electrical transformers that may contain polychlorinated biphenyls (PCB's), and areas conspicuously absent of vegetation. The Client will be responsible for providing Geocon with a new site plan that clearly depicts the site boundaries. The Client will also be responsible for obtaining permission for Geocon personnel and support to enter the site prior to our visit If access is unavailable to any portions of the subject property, Geocon's ability to complete the assessment described herein may be hindered. Provisions for a survey of wetlands, earthquake faults, asbestos, lead-based paint, lead in drinking water and radon gas are not provided in this scope of services. • Perform an updated visual survey of the adjacent properties from the site and from public thoroughfares to observe general types of land use surrounding the subject site. • Review the Standard Environmental Records Sources: Federal and State referenced in American Society for Testing and Materials (ASTM) Designation E 1527-97 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process to obtain information regarding the potential presence of hazardous materials/wastes on the site or on properties located within the approximate minimum search distance specified for each source. • Review reasonably ascertainable regulatory agency files for the site and/or properties in the vicinity of the site whose environmental conditions might potentially impact the subject site. A maximum of three hours will be spent reviewing files. If additional file review time is needed, the Client will be contacted and apprised of the additional fees prior to review. • Review California Department of Conservation, Division of Oil and Gas Field Maps to obtain information regarding the potential presence of oil and/or gas wells on the subject site or on adjacent properties. • Contact local public agencies by telephone or in writing to obtain readily ascertainable information regarding underground storage tank permits, building permits, agriculture-related permits and violations, air emission permits and violations, source of water and method of sewage disposal, location and depth of nearest drinking water wells, and electrical transformers. The information will be obtained for the subject site and adjacent properties with the exception of building permits, which will be obtained for the subject site, only. The agencies contacted may include, but will not be limited to, the local fire department, building department, air pollution control agency, agriculture department, water and sewer agencies, and gas and/or electric utility companies. • Review pertinent and reasonably ascertainable information sources to evaluate physiographic, geologic, and hydrogeologic conditions in the vicinity of the site. The review will not include or address earthquake faults on the subject site or in the site vicinity. • Review documents provided by the Client, and at the Client's discretion. Potentially useful documents may include previously prepared geotechnical, geologic, and environmental reports; site plans; plot plans; tenant lists; and correspondence with regulatory agencies. Geological .Survey (USGS) topographic maps to obtain information relative to the topography and physical setting of the site, and previous development and uses of the site and properties within approximately 1A mile of the subject site. Review recorded land title records for the site to attempt to identify past or present property owners whose name (e.g., XYZ Chemical Corporation) implies that those entities may have used, generated, stored, or disposed of hazardous materials/wastes on-site. Title information dating back at least 50 years must be obtained from a title company bv the Client, and at the Client's discretion and expense, if Geocon is to complete this task. Conduct interviews by telephone or in writing with present and past tenants/owners of the subject site to evaluate if present or past occupants have used, generated, stored, or disposed of hazardous materials/wastes on-site. The names and telephone numbers of the contacts for the above interviews are to be provided bv the Client. Review the referenced Phase I ESA report prepared by Geocon (if permission from Client is granted) to supplement the research tasks outlined above to provide additional information regarding site conditions. This review will supplement the need repeat a review of ascertainable aerial photographs to obtain information concerning the history of the site and adjacent properties and EDR Sanborn, Inc. Fire Insurance Maps to obtain information concerning the historical uses of the site and the potential presence of underground storage tanks on the site. If permission to depend on this ESA is not granted, these tasks will need to be added to the scope of work and the fee's adjusted, accordingly (approximately S500.00). Methane and Fixed Gases Survey • Retain a California Department of Health Services (CDOHS)-certified analytical laboratory to collect and analyze shallow (approximately 5 feet below ground surface) soil vapor/gas samples. The survey will include manually advancing 20 soil probes throughout the site. Geocon assumes that a Client representative will designate sampling locations that will not conflict with underground utility lines or structures. With this understanding, Geocon will not contact Underground Service Alert or retain an independent utility locator to evaluate the potential presence of underground utility lines or structures. An attempt will be made to advance the soil probes to the above-referenced depth of approximately 5 feet and to collect vapor/gas samples . from that depth. Should soil conditions be encountered which prevent the advancement of soil probes to their intended depths, the samples would be collected at the depth at which refusal was encountered. The samples will be analyzed in an on-site CDOHS-certified mobile laboratory for the presence of methane following United States Environmental Protection Agency (EPA) Test Method 8015, and for the presence of fixed gases (oxygen, nitrogen, and carbon dioxide). • Prepare one report summarizing the findings of both the Phase I ESA Update and the methane and fixed gases survey. The report will qualitatively describe the potential for environmental impairment of the site. Included in this report will be a figure depicting the sampling locations and the results of the laboratory analyses. If necessary, the report will also provide recommendations for additional environmental services (i.e., a Phase n investigation) based on the findings of the Phase I ESA Update and methane and fixed gases survey.
